The CBD Programme of Work on Protected Areas (PoWPA) called for
the national introduction of a system for evaluating the management
effectiveness of protected areas by 2010 (terrestrial) and 2012 (marine).
A global framework for the assessment of protected areas has been
provided by IUCN/WCPA (HOCKINGS, 2000). Within Europe, there are already
some management effectiveness evaluation systems in place or under
development (e.g. Finland, MAB-criteria for UNESCO-Biosphere Reserves,
VDN/EUROPARC Germany). In 2006, the International Academy for Nature
Conservation Isle of Vilm (INA) ran a seminar on this topic on a national
(German) level (BfN-Skripten 173). In 2008, the German quality criteria
for national parks will be developed and tested.
Objective:
This seminar will present the German quality criteria system to
other European countries and will facilitate exchange throughout
Europe on the development and implementation of quality criteria
and evaluation systems for assessing themanagement effectiveness
of protected areas. It thereby aims at stimulating the implementation
of the CBD requirement in Europe as a contribution to the proper
implementation of the CBD (in the light of the next Conference of
the Parties to be held in Bonn/Germany, where the review of the
Programme of Work on Protected Areas will be a major topic).
The seminar shall develop recommendations and a draft action plan
for countries still in need to elaborate and implement such evaluation
systems.
A further topic to be discussed at European level is the development
of international guidelines for the different protected area management
categories (similar to those of the MAB programme for biosphere
reserves) as a means to set minimum quality standards for the design
and management of the respective categories. Such guidelines might
be concluded at the CBD COP 10.
