by the United Kingdom of Great Britain and Northern Ireland of the
Convention on the Protection and Promotion of the Diversity of Cultural
Expressions (Paris, 20 October 2005)
On 7 December 2007, the United Kingdom of Great Britain and Northern
Ireland deposited with the Director-General its instrument of ratification
of the Convention on the Protection and Promotion of the Diversity
of Cultural Expressions. In accordance with the terms of its Article
29, the aforementioned Convention will enter into force with respect
to the United Kingdom of Great Britain and Northern Ireland three
months after the date of the deposit of its instrument, that is
to say on 7 March 2008.

Ratification
by Germany of the Convention on the Means of Prohibiting and Preventing
the Illicit Import, Export and Transfer of Ownership of Cultural
Property (Paris, 14 November 1970)
On 30 November 2007, Germany deposited with the Director-General
its instrument of ratification of the Convention on the Means of
Prohibiting and Preventing the Illicit Import, Export and Transfer
of Ownership of Cultural Property. In accordance with the terms
of Article 21, the Convention will enter into force with respect
to Germany three months after the deposit of the instrument of ratification,
that is to say on 29 February 2008.

Ratification
by Belize of the Convention for the Safeguarding of the Intangible
Cultural Heritage (Paris, 17 October 2003)
On 4 December 2007, Belize deposited with the Director-General its
instrument of ratification of the Convention for the Safeguarding
of the Intangible Cultural Heritage. In accordance with the terms
of its Article 34, the aforementioned Convention will enter into
force with respect to Belize three months after the date of the
deposit of its instrument, that is to say on 4 March 2008.

Second
meeting of the Committee for the protection of cultural property
in case of armed conflict
On December 17, 2007, the Director General of UNESCO, Mr. Koïchiro
Matsuura, together with the Chairperson of the Committee, Mr. Bazil,
carried out the opening of the Second meeting of the Committee for
the protection of cultural property in case of armed conflict, created
by virtue of the Second Protocol (1999) of the 1954 Hague Convention.

Call
for action at close of Ottawa session of Intergovernmental Committee
for the Protection and Promotion of the Diversity of Cultural Expressions
The first ordinary session of the Intergovernmental Committee for
the Protection and Promotion of the Diversity of Cultural Expressions,
chaired by Gilbert Laurin, Canada’s Ambassador and Permanent
Delegate to UNESCO, ended in Ottawa on Thursday 13 December with
a call for solidarity in safeguarding a dynamic and pluralistic
international cultural sector.

Accession
by Saudi Arabia to the First Protocol (The Hague, 14 May 1954) and
Second Protocol (The Hague, 26 March 1999) to the Hague Convention
of 1954 for the Protection of Cultural Property in the Event of
Armed Conflict
On 6 November 2007, Saudi Arabia deposited with the Director-General
its instrument of accession to the First Protocol and Second Protocol
to the Hague Convention of 1954 for the Protection of Cultural Property
in the Event of Armed Conflict. In accordance with the terms of
its Article 10(b), the First Protocol will enter into force with
respect to Saudi Arabia three months after the deposit of the instrument
of accession, that is to say on 6 February 2008. In accordance with
the terms of its Article 43.2, the Second Protocol will enter into
force with respect to Saudi Arabia three months after the deposit
of the instrument of accession, that is to say on 6 February 2008.

Ratification
by Cambodia of the Convention on the Protection of the Underwater
Cultural Heritage (Paris, 2 November 2001)
On 24 November 2007, Cambodia deposited with the Director-General
its instrument of ratification of the Convention on the Protection
of the Underwater Cultural Heritage. In accordance with the terms
of its Article 27, the Convention will enter into force three months
after twenty instruments of ratification, acceptance, approval or
accession have been deposited. As of the above-mentioned date of
deposit, sixteen instruments, including that of Cambodia, have been
deposited.

Canada
will host first session of Intergovernmental Committee for the Protection
and Promotion of the Diversity of Cultural Expressions
The Intergovernmental Committee for the Protection and Promotion
of the Diversity of Cultural Expressions, composed of 24 members,
will hold its first session in Ottawa (Canada) from 10 to 13 December
2007. The committee is responsible for advancing the goals of the
Convention on the Protection and Promotion of the Diversity of Cultural
Expressions (2005). Its first mission will be to establish rules
of procedure, draw the schedule and exchange examine ways to develop
international cooperation and determine the role of civil society.

Competition
for the Design of an Emblem of the Convention for the Safeguarding
of Intangible Cultural Heritage
UNESCO is now announcing a competition for the design of an emblem
that best reflects the purposes and spirit of the Convention to
give greater visibility to intangible heritage and its safeguarding.
UNESCO invites entries from professional and amateur graphic designers,
artists, and practitioners of intangible cultural heritage from
all its Member States. Each participant may submit a single design,
including a black and white and a colour version.

Second
meeting of the Administration Board of CRESPIAL
Between 19 and 20 November 2007, the second meeting of the Administration
Board of the Regional Center for the Safeguard of Intangible heritage
of Latin America was held (CRESPIAL) in the Palace "Circasiana"
of the office of the National Institute of Cultural heritage of
Ecuador. in Quito. Representatives and members of CRESPIAL Argentina,
Bolivia, Brazil, Colombia, Chile, Ecuador and Peru participated
in the meeting whose primary target was the preparation, coordination
and approval of the program of activities of CRESPIAL for next year
2008. CRESPIAL is the first regional center under the auspice of
UNESCO related to the intangible cultural heritage.

The
International Coordination Committee for the Safeguarding of Iraqi
Cultural Heritage launches an appeal to stop illicit trafficking
of Iraqi cultural property
The International Coordination Committee for the Safeguarding of
Iraqi Cultural Heritage, which met at UNESCO Headquarters in Paris
on 13 and 14 November, ended with an appeal to the international
community to help stop illicit excavations, pillaging and trafficking
of Iraqi cultural property.

Convention
on the protection of underwater cultural heritage: in force soon
?
Permanent delegates, experts and journalists met on November 23
2007 in UNESCO during an awareness raising day on the underwater
cultural heritage. The program of this day included a colloquium
of renowned international experts in underwater archaeology, an
information meeting of the permanent delegates, inaugurated by the
Director-General of UNESCO, Mr. Koïchiro Matsuura, and an afternoon
session addressed to a wider audience, with projection of documentaries
on the topic.
