Touching
on the Intangible Cultural Heritage
Four of UNESCO Windhoek Cluster countries – Angola, Lesotho,
South Africa and Swaziland participated in a two-day regional training
workshop on Intangible Cultural Heritage (ICH) on 27- 28 March 2008
in Pretoria. The event was organized in close collaboration with
the Department of Arts and Culture of South Africa and was a follow-up
to the subregional meeting that the Section of Intangible Cultural
Heritage organized on the implementation of the 2003 Convention
and ICH inventorying in November 2006 in Dar es Salaam...

Pedagogical
and dissemination campaign on cultural diversity
In addition, a recognition to the Chilean Coalition for its Cultural
diversity will be given, in which twenty organizations participate.
In the context of the World Day of Cultural diversity - held last
May 21st - important institutions will meet next Friday 30th May
in the UNESCO offices in Santiago to present a campaign to disseminate
in the Chilean society the Convention on the Protection and Promotion
of the Diversity of cultural expression, approved by UNESCO member
countries and ratified by the State of Chile in January 2007. The
event will take place after 12.00 p.m. in Enrique Delpiano 2058,
Providencia.

Second
session of the General Assembly of the States Parties
The second session of the General Assembly of the States Parties
to the Convention for the Safeguarding of the Intangible Cultural
Heritage took place from 16 to 19 June 2008 at UNESCO Headquarters.
In conformity with its Rules of Procedure and with Article 6 of
the Convention, the General Assembly conducted an election on this
occasion for the renewal of half of the Members of the Intergovernmental
Committee for the Safeguarding of the Intangible Cultural Heritage.
An information session for the States Parties to the Convention
was held on Monday 2 June 2008 from 15.30 to 18.00 in Room XI (Fontenoy)
in preparation for the second session of the General Assembly

Extraordinary
session of the Intergovernmental Committee for the Protection and
Promotion of the Diversity of Cultural Expressions
The first extraordinary session of the Intergovernmental Committee
for the Protection and Promotion of the Diversity of Cultural Expressions
will be held at UNESCO Headquarters in Paris from 24 to 27 June
2008 in Room II. The meeting’s purpose is to continue preparing
the operational guidelines for the implementation of the Convention.

Ratification
by Cuba of the Convention on the Protection of the Underwater Cultural
Heritage (Paris, 2 November 2001)
On 26 May 2008, Cuba deposited with the Director-General its
instrument of ratification of the Convention on the Protection of
the Underwater Cultural Heritage.
The instrument contained the two following declarations:
“La República de Cuba declara que, en virtud
del Artículo 9, apartado 2 de la Convención, enviará
mediante documento de la Presidencia de la Comisión Nacional
de Monumentos avalado por el Consejo Nacional de Patrimonio Cultural
del Ministerio de Cultura la correspondiente información
de cualquier descubrimiento o actividad de patrimonio cultural subacuático
en la zona económica exclusiva o en la plataforma continental
de otro Estado Parte.” [Original: Spanish]
“La República de Cuba, con relación al
apartado 3 del Articulo 25 relativo a la aplicación mutatis
mutandis de las disposiciones sobre la solución de controversias
enunciadas en la Parte XV de la Convención de las Naciones
Unidas sobre el Derecho del Mar, declara que reafirma la declaración
realizada en virtud del Artículo 287 de dicha Convención,
referente a la no aceptación de la jurisdicción de
la Corte Internacional de Justicia y consecuentemente, la no aceptación
tampoco de la jurisdicción de la Corte con relación
a las disposiciones de sus Artículos 297 o 298.”

In accordance with the terms of its Article 27, the Convention
will enter into force three months after twenty instruments of ratification,
acceptance, approval or accession have been deposited. As of the
above-mentioned date of deposit, seventeen instruments, including
that of Cuba, have been deposited.

Third
Meeting of the Committee for the Protection of Cultural Property
in the Event of Armed Conflict
On 4 June 2008, the Director-General of UNESCO, Mr Koïchiro
Matsuura, opened the Third Meeting of the Committee for the Protection
of Cultural Property in the Event of Armed Conflict, established
by the Second Protocol (1999) to the 1954 Hague Convention. Commending
the Committee on the success of its second meeting, held at UNESCO
from 17 to 19 December 2007 and which resulted in the development
of Chapters 1, 2 and 3 of the Draft Guidelines for the Implementation
of the Second Protocol, the Director-General encouraged it “to
continue the important task of elaborating the draft guidelines
through collective examination of three additional draft chapters,
focusing on the dissemination and monitoring of the implementation
of the Second Protocol, and international assistance…”

Preparatory
information meeting for Assembly of the States Parties to the 2003
convention
The director-General opened on June 2, 2008 an information meeting
of the permanent delegates before UNESCO with the purpose of preparing
the works of the general Assembly of the State Parties to the 2003
Convention for the protection of the intangible cultural heritage,
which will take place in the headquarters of UNESCO, in Paris, from
June 16 to 19.

Ratification
by Argentina of the Convention on the
Protection and Promotion of the Diversity of Cultural Expressions
(Paris, 20 October 2005)
On 7 May 2008, Argentina deposited with the Director-General
its instrument of ratification of the Convention on the Protection
and Promotion of the Diversity of Cultural Expressions.
The instrument contained the following reservation:
“La REPÚBLICA ARGENTINA considera que el artículo
27, párrafo 2, de la Convención, no es de aplicación
respecto de los territorios sujetos a una controversia de soberanía
entre dos Estados Parte de la Convención que sea reconocida
por la Asamblea General de las Naciones Unidas” [original:
Spanish]
In accordance with the terms of its Article 29, the aforementioned
Convention will enter into force with respect to Argentina three
months after the date of the deposit of its instrument, that is
to say on 7 August 2008.

Ratification
by Hungary of the Convention on the
Protection and Promotion of the Diversity of Cultural Expressions
(Paris, 20 October 2005)
On 9 May 2008, Hungary deposited with the Director-General its
instrument of ratification of the Convention on the Protection and
Promotion of the Diversity of Cultural Expressions. In accordance
with the terms of its Article 29, the aforementioned Convention
will enter into force with respect to Hungary three months after
the date of the deposit of its instrument, that is to say on 9 August
2008.

Ratification
by Zimbabwe of the Convention on the
Protection and Promotion of the Diversity of Cultural Expressions
(Paris, 20 October 2005)
On 15 May 2008, Zimbabwe deposited with the Director-General
its instrument of ratification of the Convention on the Protection
and Promotion of the Diversity of Cultural Expressions. In accordance
with the terms of its Article 29, the aforementioned Convention
will enter into force with respect to Zimbabwe three months after
the date of the deposit of its instrument, that is to say on 15
August 2008.
