Declaration
of ICOMOS France from June 27, 2007: reconciling energy results
and heritage quality
ICOMOS France approves the enrironmental objectives of relative
to energy saving. It considers that the existing buildings, as well
as new buildings, are affected by these challenges. It is noteworthy
the fact that the search of energy saving must respect the heritage
and architectural quality of the existing construction and wishes
that the State establishes policies that allow to reconcile these
two requirements.

International Training Committee
The purpose of the ICOMOS International Training Committee is to
promote international cooperation in the field of training and education
in the protection, conservation and revitalization of monuments
and sites, and the built heritage in general, in order to advance
greater understanding in the recognition of such heritage, technology,
management, and doctrine, and to advise on the development of ICOMOS
programs in this field. The Committee shall accomplish its objectives
by providing a forum for the interchange of experience, ideas, knowledge,
and the results of different research between trainers and researchers,
by:
- Endorsing the collection and dissemination of information about
existing training programs;
- Encouraging further studies and development in training and
education in subjects related to heritage conservation;
- Developing scientific cooperation by creating links with schools,
centres, committees and international organizations involved in
conservation training and eductation

National Cultural Heritage Forum Ends
The most recent meeting was held in Sydney in early August. At that
meeting, the NCHF delegation discussed a number of issues and proposals
for Australia’s cultural heritage, and produced a summary
document Australia’s Cultural Heritage: Important Needs &
Proposed Responses. The document summarises some of the materials
which make up the ‘snap shot’ of the issues and challenges
for Australia’s heritage – including the report of the
recent Productivity Commission Inquiry, the 2006 Australian State
of the Environment Report, and the NCHF analysis of recent Commonwealth
budgets. The document details: five major areas of problems, five
strategic directions, and five program proposals developed by the
Forum organisations (in addition to the need for a substantial new
Cultural Heritage Fund)...

Heritage Tours Programme to be Published Shortly
The 2009 Heritage Tours brochure will be issued in October. For
next year a fascinating variety of tours, including some quite off-the-beaten-track
ones, has been scheduled. The programme will offer tours to Andalucía
(29 March to 5 April), Bretagne (10 to 16 May), Greenland (30 June
to 8 July), Florence/Sienna (26 October to 1 November) and Tunisia
(12 to 21 November). Experience has taught that many tours sell
out very quickly; therefore, early registration is highly recommended...

The
Allianoi Campaign Gains New Momentum – European Court of Human
Rights Takes up the Case (Turkey)
Since it was first informed of the case in 2005, Europa Nostra
repeatedly intervened in favour of the conservation of this outstanding
Roman bath site of Allianoi, through its support to the many local
campaigns. This spectacular site will be flooded as soon as the
Turkish authorities decide to close the valves of the Yortanli irrigation
dam, whose construction was finalised in summer 2007. The concerted
actions of local campaigners and the international conservation
community have so far been successful in postponing the planned
flooding of the site.

Industrial Developments Threatening Historic Numancia, Castilla
y León (Spain)
On 24 July, in letters to several representatives of the national,
regional and local authorities - including the Spanish Minister
of Culture, the President of the Junta de Castilla y León
and the Mayor of Soria - Europa Nostra joined its member organisation
Hispania Nostra and numerous other institutions in Spain and abroad
in expressing grave concern about the seriously detrimental and
irreversible impact on cultural heritage and the landscape, that
would be caused by the projected development of the new industrial
zone Soria II in the area of El Cabeza next to the ancient city
of Numantia and in the immediate vicinity of six other areas declared
to be of significant cultural interest.

Website on International Institute for the Study of Nomadic Civilizations
At the initiative of UNESCO and with the support of its Director
General, Mr Federico Mayor, the International Institute for the
Study of Nomadic Civilizations was established by an agreement concluded
on 16 September 1998 between the governments of Kazakhstan , Kirghizstan
, Mongolia and Turkey.

Taking
stock of the Centre region’s gastronomic heritage
This inventory is part of the project to gain international recognition
of French gastronomy from UNESCO, but is also designed, as Marie-Madeleine
Mialot, Vice-President of the Centre region, puts it, “to
boost our tourism economy”. The Centre region aims to take
stock of its agro-food, craft and cultural riches, with the help
of specialist researchers from the European Institute of Food History
and Cultures (IEHCA) at the FrançoisRabelaisUniversity in
Tours. The IEHCA is behind the idea to inscribe French gastronomy
on the representative list of intangible cultural heritage, created
by a 2003 convention, which should not be confused with the World
Heritage Convention of 1972. It is an idea which has also been adopted
at national level, with the creation of a project support mission
led by geographer Jean-Robert Pitte, a specialist in gastronomy
and former President of the Sorbonne.

Opening
of second “Cultural Heritage Info Centre” in Romania
On 19 June 2007 a new “Cultural heritage Info Centre”
will be inaugurated in Sighisoara, in order to facilitate and promote
cultural tourism in Romania. Following the successful inauguration
of the “Cultural Heritage Info Centre” in Sibiu (April
2007), a twin Centre will be officially opened in Sighisoara on
19 June 2007. The Centre, created by Mioritics Association thanks
to the support of UNESCO Office in Venice and Cooperazione Italiana,
will provide information about cultural sites and routes in the
Sighisoara area, and more in general over main features of Romanian
cultural heritage, including UNESCO World Heritage sites. Centre’s
activities will also include the organisation of cultural events,
the promotion of local tangible and intangible heritage, as well
as the production and distribution of informative materials.

Traditional Techniques; A Stone Carving School for the Restoring
of Yashbak Palace, Cairo
The Italian-Egyptian Centre for Restoration and Archaeology
(CIERA – Cantiere Scuola) is a work site school operating
on a 7.500 square meters area under the umbrella of the Supreme
Council of Antiquities. The architectonic survey of the monumental
building of Yashbak Palace has been completed and a preliminary
study for its recovering started. UNESCO Mediterranean Programme
is cooperating by establishing a stone carving school for traditional
work that would contribute to the restoration of the Palace. The
experience gained with the precedent programs (such as the recovery
of the Sama’Khana, the restoration of Sunqur Sa’di and
it’s Mausoleum and the Mevlevi convent) and the organization
of the labs used for the works of architecture and restoration allow
proposing a formation programme for a group of specialized Stone
Carvers to use their expertise to restore the structural architectural
material and decorative eleme nt of the building. The area offers
an extraordinary range of different styles and includes architectural,
historical and artistic remains and testimonies covering the period
from VII to XIX centuries.

“A Bridge on the Nile”
The project proposal “A Bridge on the Nile” aims
to ensure a follow-up in supporting the Memorandum of Understanding
between Egypt and Sudan in the field of cultural heritage, in particular
regarding the Nubian area, and to enhance cooperation among the
Nubian communities of both countries in the preservation of their
intangible heritage. Several activities are already successfully
ongoing.

Japanese Funds in Trust (JFIT) Song of Sana’a Project
As the second phase of the UNESCO/ JFIT Song of Sana’a Project
has already initiated earlier this year, the teaching sessions on
lute playing, methodology, inshad of Sana’ani songs and sahn
playing have started thanks to a few Yemeni elderly master musicians
who have preserved the breadth of al-Ghina as-Sana’ani tradition
and subtleties of its interpretation. Derived from various poetic
traditions dating from the 14th century, teaching of this genre
constitutes an integral part of social events, such as the most
common daily afternoon gathering of friends and colleagues the magyal
which proved to be the most effective media for artists that permit
for more inspirational and musical creativity aura rather than the
formal academic sessions. In the meantime, old recorded song tapes
and traditional instruments have been purchased to update the inventory
and contribute to the teaching of these traditional instruments.

of Indian cities of living culture: Indian mayors study trip to
France. From 27 of September to October 3rd, 2008
The Indian Ministry of Urban planning started up a reformulation
program of the communal development plans and completion of master
plans. In this context, the regional office of UNESCO, jointly with
the Indian authorities, took initiatives in favor of the protection
of the historical centers in India. India experiences a fast economic
evolution and deep transformations that have a main effect on the
configuration of the territory: issues of modernization, multiplication
of infrastructures of highways and industries, urban growth, intensive
in zones of the urban suburbs, architectonic housing production
issues. Therefore, the historical center conservation issue and
their planning has an urgency and current character.

the Yemeni Manuscript Heritage
Yemen’s cultural heritage stands out with an expressive written
legacy consisting of thousands of manuscripts which have shaped
the thinking, the history as well as the traditions of the whole
people of Yemen. Three cities, Sana’a, Zabid and Tarim have
seen the constitution of intellectual schools and have left us unique
manuscripts libraries which are still to be explored, besides medicine,
mathematics and illuminated documents. Some specimens date back
to the beginnings of Islam (the oldest known manuscript of the Quran,
for instance, is preserved in the Great mosque of Sana’a).
Unfortunately, due to the absence of appropriate means of preservation,
tutoring and to a deficient popularization of knowledge, the preservation
and transmission of this heritage is today in danger.

Ibrim: Rescuing Heritage, Historic Landscape and Identity (Egypt)
The target of the project is to preserve this important and beautiful
archaeological site on the Lake Nasser (Aswan), which is the only
surviving site in the Egyptian Nubia still in its original location,
now an island threatened by the waves of the lake.

Experts
request Mexican indigenous languages to be World Heritage
The Chairperson of the Association of Writers in Indigenous Languages
admitted that the readers of these languages only belong to the
regions where they are spoken, although now they are reaching a
wider audience thanks to its translations. A group of experts will
request from the Government of Mexico the proposal to the United
Nations Educational ,Scientific and Cultural Organization (UNESCO)
to declare the indigenous languages of the country as Intangible
World Heritage, which have more than 350 variants, announced archaeologist
Eduardo Matos Moctezuma.

Bay of Kotor Endangered by Uncontrolled Urbanisation
During the summer, Europa Nostra was approached by its Member Organisation
EXPEDITIO, the Centre for Sustainable Spatial Development in Montenegro,
to support a campaign aiming to protect the region of Kotor on the
Adriatic Coast in Montenegro, a UNESCO World Heritage Site since
1979. Uncontrolled urbanisation is taking place in the area since
a few years. More recently, in the settlement of Lipci, situated
on the Bay of Kotor, large-scale construction works are dramatically
changing the cultural landscape of the Bay. Unless these threats
are stopped as soon as possible, the consequences will be permanent
and the destruction of the landscape of the Bay will mean the destruction
of an exceptional heritage.

Nostra's Council Adopt a New Declaration on the Impact of Wind-Power
on the Countryside
At its meeting in NewcastleGateshead, United Kingdom, on 14 June
2008, the Council of Europa Nostra debated the environmental and
heritage implications of the rapidly increasing use of wind-power
for electricity generation, and endorsed a Declaration on the Impact
of Wind-Power on the Countryside. In the Declaration, the Council
fully recognised and shared the serious international concerns which
exist about climate change, as well as the need for all European
countries to have energy policies which take these concerns into
account. The Europa Nostra Council, however, called on all stakeholders
to continue examining carefully the impact on the built and natural
heritage of all forms of energy, with a special emphasis on the
impact of the proliferation of wind turbines on Europe's countryside.

Nostra welcomes the European Commission proposal to apply a reduced
rate of VAT to the repair, renovation and maintenance of places
of worship, cultural heritage and historical monuments
On 7 July the European Commission published its Proposal for
a Council Directive amending Directive 2006/112/EC as regards reduced
rates of VAT so as to provide Member States with the flexibility
to apply reduced VAT rates for some specified labour-intensive services
on a permanent basis from 2010. It is now proposed that the category
of services eligible to a reduced VAT rate be broadened to include
the repair, renovation and maintenance services provided to places
of worship, cultural heritage and historical monuments, as recognised
by Member States.

Perahera Procession (Sri Lanka)
The Esala Perahera, Asias grandest processions takes to the streets
in July, with the culminating grand procession -the Dalada Perahera
being scheduled for August. Going as far back as the 3rd century
B.C. the processions were originally rituals enacted to request
rainfall during seasons of drought, expanding to the current magnificent
pageant to include the veneration of the Sacred Tooth Relic of Lord
Buddha, believed to have been brought to Sri Lanka from India, in
the 4th century A.D.

Within the frame of this activity the steps which will be taken
regarding the Gebel Ouenat is to prepare a report with an assessment
of the specific natural and cultural values of the area a comprehensive
overview of the existing and planned desert parks in the Sahara;
a comparative evaluation of the criteria for the inscription of
Jebel Ouenat on the World Heritage List; regarding the Development
of the Eastern Desert (Sudanese side), a concept proposal will be
prepared for the promotion of this area at the planned Wadi Halfa
Museum.

traffic of Objects in Yemen
During a mission on 12-16 May 2008 several stakeholders were also
met regarding the organization of the workshop on the illicit traffic
of objects, to be held in Sana’a at the end of this year.
The Yemen National Commission for UNESCO will liaise with the Yemeni
Ministry of Culture. The Yemeni Social Fund for Development will
be one of the main national partners in the activity. Archaeological
Institutes in the country working in areas concerned with this phenomenon
(French Centre for Social Science and Archaeology working in Jawf,
and the German Archaeological Institute working in Marib) will also
be involved. The workshop will discuss the Yemen case. However the
invitation to attend the meeting will also be extended to representative
of Egypt and Sudan to discuss legal frameworks for protection of
moveable cultural heritage and contribute to launching joint efficient
countermeasures and steps to be taken for the restitution of stolen
artifacts.

versus Development in Zabid (Yemen)
A mission from UNESCO Cairo Office to Zabid on 12 - 15 May 2008
to follow up on the developments in the city and within the local
community after the first mission of May 2007. The mission was formed
of Costanza De Simone and Hossam Mahdy who met with the different
stakeholders at local and national levels. The findings of the mission
were positive regarding the activities of architectural and urban
conservation, the implementation of the master plan of Zabid and
the activities of the local civil society for conservation and development
in the city. In such context support will be given to the Society
of Manuscripts of Zabid in particular regarding the preservation
of the private collections recently discovered by the Society, training
and networking with other institutions in the world holding this
kind of manuscripts like Bibliotheca Alexandrina in Egypt. Support
will also be given to the society of the Old Souk.

Saint
Anne of Fernan Vaz (Gabon)
Located in the Etimboué department of Gabon, on the banks
of a lagoon 70 kilometres long and 30 kilometres wide, the unpretentious
church of Saint Anne of the Fernan Vaz is rich in history. EPA carried
out an evaluation mission there during 2007 on behalf of the UNESCO
regional office. The church is a simply constructed, metal building.
Inside, the metal walls and ceiling are lined with wood. Masonry
is limited to the foundations and the base. The outside perimeter
and inside floor are tiled. The building is relatively well preserved
but needs to be renovated before its viability is affected. Major
reinforcement work has already been carried out, particularly on
the steeple, by the Gabonese army and French armed forces based
in Gabon.

Launching
of the Gongs (Benin)
EPA has just launched a major cultural initiative called the Gongs.
It was officially launched during a gala and awards ceremony at
the French Cultural Centre of Cotonou, on Saturday 28th June. This
initiative originated from discussions around the 2003 UNESCO Convention
for the safeguarding of intangible cultural heritage on the one
hand, and work carried out during the training of Beninese cultural
actors on behalf of the Programme de soutien aux initiatives culturelles
décentralisées-PSICD on the other hand.

Towns" of the north of Syria: Awareness raising workshop. Idlib,
11 April 2008
With the support of the World Heritage Fund and the CFU, the Main
Directorate of Antiquities and Museums of the Syria Ministry of
Culture (DGAM) organized a Workshop to increase awareness to the
stakeholders and policy makers of the calcareous massif on the work
in course of an appointment and to discuss on the challenges and
consequences that could involve a registration in the territory.
The DGAM invited several foreign participants, among them Mr. Yves
Dauge, Senator of Indre et Loire, Chairperson of the French association
of the world heritage properties.

"Niger-Loire: Governance and Culture" (France)
The project "Níger-Loire: Governance and Culture"
continues in Mali through a Workshop on the tangible and intangible
heritage river-related census. The onsite campaigns made by the
IRD continue on the different topics of the project: sand extraction,
fishing… A reflection Workshop took place in Ségou
- 23 and 24 June, 2008 - to discuss missions and the program of
the future house of the river of Ségou. The preliminary studies
on the pilot actions are in course, with the support of local and
international experts and scholarship holders from French universities
and Malian partners of the project. The first modules of continuous
training to the attention of the territorial collectivities are
in the preparation stage and the draft of the specialization modules
of the postgraduate degree "Decentralization and Local Development"
is in its way.

use of glass in architecture, including but not necessarily limited
to glass spandrel/cladding, glass block, stained/art glass and structural
glass. Papers on the following topics are encouraged:
- Architectural and cultural significance. The examination of
glass in architecture and its use as a social, economic and cultural
component of material culture.
- Glass and its development in the 20th Century. This is a history
of technology session.
- Replicating, recreating and conserving glass. Papers should
address the context of the use, conservation issues, and how the
glass is being modified for new uses.

The Second Meeting of Specialists of the UNESCO Project “The

in Esmeraldas, Ecuador, on 24 to 26 August 2008, organized by the
UNESCO Cluster Office for Andean Countries, in coordination with
the UNESCO Regional Office for Culture in Latin America and the
Caribbean, the International Indo-American Center for Cultural Diversity
and the UNESCO/Quito Office. Among the objectives of the Meeting
are: creating a platform (of producing countries) for dialog and
collaboration among actors; analysis and approval of 5 pilot projects
to be implemented in the two-year period 2010-2011; devising a regional,
subregional and national strategy for the project with the support
and assistance of the participant countries’ governments,
and designing a Plan of Action for the years 2008-2010 to progress
in the organization of the international project...

Within the framework of its research mission for the "design

in Heritage A Guide to uccessful Urban Regeneration
By INHERIT, EU-funded network project
There has historically been a lack of evidence and good practice
guidance to convince many cities and stakeholders of the benefits
of heritage led regeneration and to show how this can be delivered
and achieved. The INHERIT project, led by the European Association
of Historic Towns and Regions in partnership with the cities of
Belfast, Newcastle upon Tyne, Göteborg, Verona, Gdansk and
Ubeda fills this gap. The INHERIT report explores the value of heritage,
looks at different approaches to heritage led regeneration and identifies
the social and economic benefits that can be achieved. It endeavours
to understand the underlying processes involved in investing in
heritage and to identify the key ingredients leading to success.
The key success factors identified are based on 19 detailed case
studies, supplementary examples of good practice from across Europe
, and an evaluation of EU regional policy in the field of cultural
heritage. The guidance, while aimed at helping local and regional
authorities to realise the full potential of heritage as a catalyst
for the wider regeneration of their towns and cities, will have
relevance to everyone working in the field of Cultural Heritage.

of Bark Cloth Making in Uganda
The Kingdom of Buganda, one of the largest polities in present day
Uganda is a main home to the tradition of bark cloth making. This
tradition was proclaimed in 2005 by UNESCO as a Masterpiece of the
Oral and Intangible Heritage of Humanity. Bark cloth, which is made
from the inner bark of the mituba tree (Ficus Natalensis), is also
produced and used in other areas of Uganda, especially in the Kingdoms
of Bunyoro, Busoga and Tooro. Bark cloth is traditionally used at
burials and enthronement of kings, for ceremonial attires - sometimes
with elaborate print designs - and for covering the interiors of
buildings.

of the Archaeological Sites of As-Sawda/ Jawf in the Republic of Yemen
The third Catalogue entitled “Collection of Funerary Stelae
from the Jawf Valley” was produced in both English and Arabic
last June 2008 and co-financed by the UNESCO and the Social Fund for
Development in Yemen. This volume is the third of a collection displaying
the epigraphic and archaeological artifacts collected from the Jawf
sites and now preserved at the National Museum of Sana’a. Throughout
the four chapters, this catalogue has developed for the first time
a typological and chronological analysis based on sampling the eye,
bas relief, high relief stelae and stelae with incised face elements.
It is worthy noting that a large number of objects have been obtained
by the Yemeni GOAM and Ministry of Culture from illegal excavations
and kept at the National Museum of Sana’a to prevent them from
being smuggled out of the country. So, our joint cooperation is much
needed to put an end to the ongoing plundering and smuggling of these
archaeological sites to save the history of the cultural heritage
of Yemen.

The rock art of the Tuaregs of the Air
Thursday October 9, 2008 at 11.00 pm. Paris, France
In the north of Niger, the mountains of the Air are one of the great
centers of rock art in the Sahara, in the borders of the immense
Teneré desert. This art includes almost exclusively engravings
on volcanic rocks. There are thousands of them. From before the
Neolithic to the modern time, the inhabitants of these regions left
on rocks the testimonies of their beliefs, their environment and
practices. These images, often of great quality, reveal the presence
of a missing fauna (elephants, rhinos), sometimes for a short time
time (giraffes, ostriches); others represent soldiers and different
scenes (commerce, hunting). The Tuaregs which live or are nomadic
in these regions started to be interested in this art and consider
it as their heritage, although one one part – the most recent
- is attributable to them. The conference will deal about not only
with art and landscapes in its surroundings, but also to the Tuaregs
of the Air.

central topic of the 15 annual issue of the journal ORALIDAD, published
by the Regional Office of Culture of UNESCO for Latin America and

23. Frédéric Vacheron, Official in charge of the Office
of UNESCO and ORCALC, both in the Cuban capital, and Miguel Barnet,
Chairperson of the Foundation "Fernando Ortiz" and Director
of the Publishing Board of ORALIDAD, headed the presentation, carried
out in the Hotel Florida, in the Historical Center of Havana, within
the framework of the International UNESCO Workshop on Reduction of

Aimed to inform the participants about the activities developed
by the working group since January 2008; to set up the agenda of
the working group for the next three years (2008-2011); as well

major organisations such as UNESCO and Fondation Roi Boudoin. During
this meeting the participants had the opportunity to know more about
the Fist Forum on “Heritage and Dialogue” organized

the demolition of the Stadt des Kindes (City of the Child) began
in Vienna!. Despite protests by high-ranking Austrian and international
experts, campaign lists containing hundreds of signatures, and civic
initiatives, the City of Vienna and building development companies
hand in glove with the city authorities are refusing to maintain
their cultural responsibility. Social-democratic ideology inspired
this model project, the City for Children, which also proved to
be an architectural jewel. It is now being destroyed by bulldozers.
Here, in an act of sheer barbarianism, social-democratic ideology
is simply being ignored and sacrificed to despicable maximization

on World History of Water Management
A 5-day short course on the "World History of Water Management"
will be offered in September 2008, drawing both on historical experiences
from different parts of the world and on experts from the International
Water History Association (IWHA). Many of these are involved in
the UNESCO “History of Water and Civilization” project,
and in the framework of cooperation among IWHA, UNESCO-IHP, and
UNESCO-IHE.
The course aims to:
- provide a comprehensive overview of archaeological and historical
developments in water management including water harvesting, water
supply, transportation, delivery, treatment, hydraulic engineering
and allocation (with contributions including the physical sciences,
technology, ecology, engineering, organisation, politics, law,
anthropology, and governance) in different parts of the world
and within various cultural contexts;
- develop an appreciation of the role of cultural factors that
affect the management of water resources, especially at times
of perceived water scarcity, and
- comprehend the historical antecedents of our current paradigm
of water management and what can be learned from historical case
studies on the basis of the knowledge and experience of several
scholars from different countries and from the exchange of experiences
to be generated between course participants and experts.
The course also constitutes a contribution to the UNESCO-led United
Nations Decade for Education for Sustainable Development (2005-2014).

Atlas
of the cities of the end of the Iron Age available online
Within the co-operation framework with six European partners, funded
by the EU Culture 2000 program, Bibracte has coordinated the creation
of the first Internet site dedicated to the oppida celts, the first
true cities of the Europe of the North Alps. The oppidum (plural
oppida) is the name given by Caesar to the celtic cities found during
the conquest of the Galia. According to Bibracte, they are large
fortifications, with a surface ranging from several tens to several
hundreds of hectares, delimited by an earth wall armed with a wood
set of beams. The term oppidum is used nowadays by archaeologists
to designate the sites fortified in the celtic world on before the
romanization, during the second half of the II and I century B.C.

The International Network for Traditional Building, Architecture
& Urbanism (INTBAU) formed an Australian chapter this June.
INTBAU is a worldwide organisation under the patronage of HRH The
Prince of Wales, dedicated to the support of traditional building,
architecture and places, and those who create, maintain and study
traditional building through education. By supporting practitioners,
artisans and students, INTBAU encourages people to maintain and
restore traditional buildings, and to build environments that improve
the quality of life in cities, towns and villages. Closer working
is anticipated with The Prince's Foundation for the Built Environment,
the UK's leading environmental and urban design charity.

The Heritage Council is a statutory body separate to government
responsible for the administration of the Act and the establishment
of the Tasmanian Heritage Register. Its primary task is as a resource
management and planning body, focused on heritage conservation issues.
As such, any development on heritage listed places require the approval
of the Heritage Council before works can commence.

The new site is based around a blog which is an international heritage

introduced to the 'Young Guides for Heritage' programme
The launch meeting for the long-term programme for conservation
of cultural heritage in Latin America and the Caribbean (LATAM),
held in Cartagena de Indias, Colombia on 14-17 July 2007, provided
an occasion for participants to visit this site, a World Heritage
city since 1984. The organized visits, led by well-informed young
guides, introduced the participants to a successful Colombian initiative:
'Vigías del Patrimonio Cultural'...

Urban Heritage Sites in the KSA Provinces
Within the cultural program of the second round of the Award of
Prince Sultan bin Salman for Urban Heritage, Dr. Ali Al-Ghabban,
the deputy Secretary General for antiquities and museums, presented
a working paper about the SCTA's role in the urban heritage preservation.
Dr. Al-Ghabban stated the SCTA's new organization involved the conservation
and development of urban heritage such as towns, districts, villages,
buildings, handicrafts, and historical landmarks. Dr. Al-Ghabban
confirmed that the SCTA, through the support of HRH Prince Sultan
bin Salman, the SCTA Secretary General, concentrated its attention
on the urban heritage classification, documentation, and development.

The
Lord of Ucupe: A Middle Moche Tomb at Huaca el Pueblo, Zaña
Valley
Canadian-led team of archaeologists has unearthed the 1,700 year-old
tomb of a leader of the pre-Columbian Moche culture in northern
Peru, the scientists said. Canadian archaeologist Steve Bourget
said the tomb was discovered in the Ucupe dig 39 kilometers (24
miles) from Chiclayo on Peru's northern coastal plain. The leader's
remains were found, decorated with pieces of copper, in a wooden
sarcophagus. Inside the researchers found bracelets, a staff and
a breastplate made of smaller metal plates, according to Bourget,
an expert in Peru's ancient Moche culture which flourished in the
area during the first millennium AD. During their excavations at
the Pepe Quinones site in Ucupe, they also found crowns, earflaps,
nose pieces and other gold and copper objects.

Study
on the management methods of the heritage cultural sites in Europe
The study on the management of cultural sites in Europe (museums,
monuments, archaeological sites, interpretation centers…)
- whose synthesis appears here - has been carried out in 2002-2003
at the request of the French Agency of tourist engineering (AFIT,
now ODIT France), in relation to the Caisse des Dépôts
et Consignations and the Ministry of Culture and Communication.
Referring to seven countries (Germany, Belgium, Spain, France, Italy,
the Netherlands and the United Kingdom), it was directed by Juan-Michel
Tobelem (Option Culture), with the collaboration of Fabrice Thuriot
and the participation of an international team formed by David Alcaud,
Patrick Boylan, Véronique Charléty, Jean-Michel Decroly,
Margarita Ruyra de Andrade, Maria Dolores Rivero Rivas, Greg Richards
and Ludovico Solima.

The
mesoamerican heritage in the intangible cultural Heritage of Morelos
Conference - Cultural Institute of Mexico, Paris. France –
Tuesday, September 9 at 7.00 pm by Lourdes Arizpe,
Doctor in social anthropology of the Regional Center of Multidisciplinar
Investigations of the Independent National University of Mexico
(UNAM). In Mexico, the mesoamerican intangible cultural heritage
continued developing throughout the centuries. Many social practices,
festivities and rituals whose meanings - cultural and emotional
- have been redefined in every period of History. In the state of
Morelos, south of the valley of Mexico, numerous practices were
conserved, which related to the new languages and the new participation
of young people, maintain alive the historical memory. Dr Arizpe’s
conference will be the occasion to analyze some of these practices
in the light of the new world discussions directed by UNESCO around
intangible cultural heritage.

Training
for Audiovisual Preservation in Europe
TAPE (Training for Audiovisual Preservation in Europe), funded under
the Culture 2000 programme of the EU, is a 3-year project for raising
awareness and training by expert meetings, research, publications
and workshops. TAPE focuses on audiovisual collections held outside
the major national institutions with specific responsibilities for
audiovisual heritage. Through a programme of activities TAPE aims
to explore the requirements for continued access to audiovisual
materials and the application of new technologies for opening up
collections that provide living documentation of the world of the
20th century.

Nostra Scientific Bulletin Nº 61-2008: Reconstruction or New
Construction of Medieval Castles in the 19th Century
The Europa Nostra Scientific Bulletin is a compilation of articles
on a specific subject presented by the members of the Scientific Council
at their Annual Colloquium. It is an important instrument for the
dissemination of the results of the work carried out by the Scientific
Council. From its foundation until now, around two hundred and eighty
people have contributed over seven hundred articles and papers to
the Bulletin, disseminating the work carried out by the Scientific
Council on castellological subjects. This is a remarkable achievement
considering that this new field in the History of Art was set up only
half a century ago. |

Our
heritage is sacred
Our Sacred Landscapes was an evening discussion event organised by
ICOMOS-UK, the first in a new series called Conversations. It took
place on 23 April 2008 at the School of Jewellery, Birmingham City
University. The panel of three speakers, Harbinder Singh (Anglo-Sikh
Heritage Trail), Elizabeth Perkins (Birmingham Conservation Trust)
and Dr Richard Gale (University of Birmingham) spoke on various themes
relating to where religious heritage can be found in our built landscapes
and there was a particular focus on Birmingham. This was followed
by conversation between the panel and the audience and addressed themes
such as: How do sacred acts and religious beliefs impact on our built
heritage? and Where can we find the buildings and landscapes, big
and small, of Britain’s diverse religious cultures? ICOMOS
