  • Europa Nostra urges EU Finance Ministers to agree with the EC proposal introducing the possibility for EU Member States to apply reduced VAT rates for renovation, repairs and maintenance of places of worship, cultural heritage and historic monuments. Prior to the March meeting of the Econimic and Financial Affairs (ECOFIN) Council of the the European Union of 10 March 2009, Europa Nostra’s Executive President, Dr Andrea H. Schuler, wrote a letter to the Czech Minister of Finance, Dipl.Ing. Miroslav Kalousek, in his capacity as the current President of ECOFIN, urging the EU Finance Ministers to reach an agreement on the European Commission proposal with regard to reduced VAT rates.
  • Online Designed Landscape Database to be launched in Fall 2009
    In order to raise public awareness of the breadth, diversity, and interconnectedness of our designed landscape heritage, with generous support from National Center for Preservation Technology and Training, TCLF will launch an online searchable database, illustrated with downloadable images of these remarkable landscapes.
  • Advanced Master in Structural Analysis of Monuments and Historical Constructions
    This Masters, approved and financially sponsored by the European Commission is within the framework of the Erasmus Mundus Programme. This Master Course is organized by a Consortium of leading European Universities/Research Institutions in the field, composed by University of Minho (coordinating institution, Portugal), the Technical University of Catalonia (Spain), the Czech Technical University in Prague (Czech Republic), the University of Padua (Italy) and the Institute of Theoretical and Applied Mechanics of the Czech Academy of Sciences (Czech Republic). The course combines the most recent advances in research and development with practical applications.
  • UNESCO - Historic Urban Landscapes Working Group - Hal Moggridge
    The Historic Urban Landscapes Working Group was set up by UNESCO to consider the implications of the Vienna Declaration on the Conservation of Historic Urban Landscapes, which was adopted in October 2005 following an international conference in Vienna on World Heritage and Contemporary Architecture. It was recommended “that the General Conference of UNESCO adopt a new Resolution to complement and update the existing ones on the subject of conservation of historic urban landscapes, with special reference to the need to link contemporary architecture to the urban historic context.” Read more at IFLA Newsletter Nº 81 - March 2009 Page: 5

    Trésor National Vivant, Yong-bu Ha est un grand danseur coréen contemporain. Il faut l’avoir vu danser pour saisir ce que l’on peut décrire comme « la grâce virile », une élégance masculine ancrée dans la terre, aérienne, subtile. Reconnu comme meilleur interprète du Miryang Baekjung Noli, patrimoine culturel immatériel de la Corée, Yong-bu Ha a contribué à populariser cet épisode essentiel de la journée dédiée à Bouddha dans la région du Miryang (sud de la Corée) où il est né. Il n’a que quatre ans quand son grand-père, Bo-kyung Ha, qui fut lui aussi Trésor National commence à le former et à lui transmettre son art. Yong-bu Ha lui rendra un hommage lors de ces représentations parisiennes...

    L'art des ashiq est la forme d'expression artistique la plus appréciée du peuple azerbaïdjanais. Poète, compositeur, luthiste, le ashiq est aussi narrateur, acteur improvisateur et parfois danseur. Cette tradition est née au XVIe siècle. Shah Ismaïl, fondateur de la dynastie safavide, vient de prendre le pouvoir en Iran et impose l'azéri comme langue officielle, permettant l'éclosion d'une littérature écrite et orale azerbaïdjanaise. Entre le XVIe et le XXe siècle, l'on voit fleurir des centaines de poèmes lyriques, philosophiques, descriptifs, qui se transmettrent principalement par voie orale, et des dizaines de dastan – longs récits musicaux et poétiques – qui aujourd'hui encore animent les veillées dans les villages ou certains salons de musique en ville. Il y a encore près d'un siècle, chaque village possédait son « école » de ashiq identifiée par un style d'interprétation, un mode d'accompagnement instrumental et un répertoire...
  • The Director-General establishes a UNESCO Chair in International Relations at the University of Dresden, Germany
    On 25 March 2009, Mr Koïchiro Matsuura, Director-General of UNESCO, and Mr Jörg Weber, Vice-President of the Technical University of Dresden, signed an agreement establishing a UNESCO Chair in International Relations at the Technical University of Dresden, Germany. Also present at the Signature Ceremony were Mr Günter Overfeld, Ambassador and Permanent Delegate of Germany to UNESCO and Professor Sabine von Schorlemer, Chairholder of the newly established UNESCO Chair in International Relations.

  • Results from research: "Redevelopment by Tradition" by Karl Kupka
    This research has been elaborated on the national and regional policy level, the instruments applied in the cities and the organisation of the projects (55 in total). We started our analysis of the Italian policies and projects from ‘Dutch’ principles – like: solid planning of procedures, maximum use of the location, financially sound realisation in connection with the economically most convenient functions. In the Italian practice these principles are far less leading. Instead, there are the monumental or historic values of the properties which principally guide the type of intervention and the destinations afterwards. Guide.pdf

    The Getty Conservation Institute (GCI) is currently engaged in an effort to expand our focus on Historic Urban Settlements and Cities. As part of our research, we are asking for your participation in a survey that will help us to identify the priority issues facing the leaders and professionals involved in the conservation of historic urban areas. If you have already filled out the survey, thank you very much for your time and attention. If not, we would very much appreciate your input and assistance with this project. As urbanization and development continue, the treatment of this urban fabric is of increasing global concern.   • Appointment of the Director for CHDA - Centre for Heritage Development in Africa - Mombasa (Kenya)
    We are pleased to inform you that the Board of CHDA has appointed Ms Deirdre Marina Prins-Solani from the Republic of South Africa as Director of CHDA (the Centre for Heritage Development in Africa) in Mombasa, KENYA. Prior to her appointment Ms Prins-Solani was the project manager of the Robben Island Training Program (RITP) that runs the post-graduate diploma in Museums and Heritage Studies in collaboration with the Universities of Cape Town and Western Cape. Ms Prins-Solani has also held several honorary positions in heritage institutions including being President of the South African Museums Association, member of the South African National Cultural Heritage Committee (SANCH), member of the Cape Town Committee of the Institutions of Public Culture and currently she is the President of AFRICOM. Her publications include a chapter called; “The Art of Memory Making” in the Trentham Books Series on Social and Critical Practice in Art.
  • Institut national du patrimoine Introducing (INP) March/April 2009 Newsletter
    The Institut National du Patrimoine (INP) provides high level training for curators and conservators of heritage. It also includes a mission for film heritage. By 2008, INP will have trained over 700 state, territorial or international curators, 360 conservators of heritage resources, and it will have provided continuing-education programmes, seminars and conferences, to about 12000 participants. The Institute is thus deeply committed to the documentation, preservation, transmission, enhancement and circulation of our heritage.

  • Center for the Conservation and Restoration of Monuments of Culture in Albania
    Following the Albanian Government’s request to UNESCO, to open a training center for new restorers, the Ministry of Culture of Albania and UNESCO, signed an agreement for the creation of the ‘Center for the conservation and restoration of Monuments of Culture of Albania’ in June 2005. This was possible thanks to the funding of Italian Government with an amount of 1.481.037,5 USD. The aim of this Center is to train members which are employed in the different institutions, under the authority, of Ministry of the Culture. The aim of the training is to upgrade the skills and so increase the capability of the Albanian administration concerned with the protection of monuments and immobile/mobile artefacts to ensure the physical safeguard of these monuments...

  • News from ICOMOS International Secretariat - Obituary: Dr. Armen Haghnazarian, ICOMOS Armenia
    After a grave illness, Doctor of Architecture, Founding Director of the Research on Armenian Architecture (RAA) Organisation and member of ICOMOS Armenia Armen Haghnazarian departed this life at the age of 68. His lifetime and activity was characterized by selfless devotion to the field of historical and cultural heritage, and he remained a fervent advocate of its preservation until the very last moment of his life. ICOMOS deeply mourns the loss of a dear friend and member. Armen Haghnazarian was an exceptional professional whose devotion set an example for his contemporaries and will still be shared by those who will choose the path of historical heritage preservation in the future. Unfortunately, it was not easy to express high appreciation of, and gratitude for, Armen Haghnazarian’s work in his lifetime: he was always busy with his numerous projects and did not have time to listen to words of praise. ICOMOS hopes that his memory will be honored by many young members worldwide through positive action in favour of the preservation of cultural heritage.
  • Heritage Tasmania March Newsletter (Australia)
    The Tasmanian Heritage Council came into existence in 1997, following the proclamation of the Historic Cultural Heritage Act 1995. The Council is made up of councillors, representing diverse community and professional interests including property owners, farmers and graziers, conservation interests and areas of expertise such as history, architecture, archaeology, engineering and tourism. The Heritage Council is a statutory body separate to government responsible for the administration of the Act and the establishment of the Tasmanian Heritage Register. Its primary task is as a resource management and planning body, focused on heritage conservation issues. As such, any development on heritage listed places require the approval of the Heritage Council before works can commence.

    Until 22nd May 2009 we are going to utilize the Blog for discussing in order and split into sub-topics the meeting’s general theme: Venustas, architecture / market / democracy (please, go to the website to learn more about the theme). Using the blog, right from the beginning of the meeting’s preliminary phase the Eurau’10 Organizing Committee intends to encourage an active involvement on the part of the younger generation, and also choose new members for the Scientific Committee and some “discussants” who will be invited to partake in the convention in Naples. I would appreciate it if you would kindly take part in the Blog, and I shall be very grateful if you would extend the invitation to those people you retain could be interested in this event.

    Séminaire préparé par Alain MONFERRAND
    Le Gouvernement français vient de proposer la candidature de 14 sites majeurs de Vauban au patrimoine mondial de l’Humanité à l’occasion du tricentenaire de la mort du Maréchal de Vauban. Plus généralement la France, qui a hérité d’une histoire ancienne et mouvementée un très important patrimoine militaire de musées, de fortifications, de champs de bataille et autres lieux de mémoire, dispose à cet égard d’un atout réel et peu valorisé. Ce patrimoine qui représente actuellement environ 15 millions de visiteurs par an, pourrait doubler sa fréquentation s’il était mis en tourisme plus professionnellement, notamment en direction des publics français et étrangers. Cette journée permettra de faire le point sur l’état de ce patrimoine et de sa fréquentation et présentera, à partir d’exemples français et d’expériences étrangères, les valorisations possibles sur le plan touristique.
  • Historic Gardens of New England: Photographic Exhibition
    From 17 April to 14 June 2009. Armidale, New South Wales (Australia)
    Historic Saumarez Homestead will be the host of an exhibition of photographs depicting the old country gardens of New England. The National Trust has invited local members of the Australian Garden History Society to present a view of New England designed, planted and cultivated and captured by the camera over many years. Gardens have always been more than a source of food and flowers for decoration. Gardens also provide recreation, relaxation, a memorial to older times and a place for expression by the garden designer and gardener. The garden provides a link between buildings and environment. The New England has been blessed with abundant rainfall, a bracing variation of seasonal climate and the space for many generations to grow and harvest from the earth.

    The national Institute of heritage invites you to participate in the Tribute to Gilberte Mâle (1912 - 2008), 30 years of painting restoration in France, on April 7th 2009, in the INP, Colbert auditorium. The INP organizes this day of studies, in association with the National Institute of History of Art (INHA) and the Research Center and restoration of museums of France (C2RMF).   • Study day on the sensory accessibility of heritage
    Held on 17 January 2009 at Chateau d’Angers as part of the Large Loire Valley Heritage Sites initiative, this seminar brought together 25 professionals from Loire Valley chateaux to discuss the issue of sensory accessibility to heritage for the visually impaired. Céline Savaux, head of training for Interface Handicap, presented the results of the study carried out in 2008 which identified a number of assets, challenges and perspectives. Role plays and simulations allowed participants to identify possible facilities.

  • 18 April 2009 - International Day for Monuments and Sites
    18 April is the ICOMOS International Day for Monuments and Sites, a UNESCO endorsed initiative since 1983. This special day offers an opportunity to raise public awareness concerning the diversity of the world’s heritage and the efforts that are required to protect and conserve it, as well as to draw attention to its vulnerability. This year’s theme is Architecture and Science. There are two major streams to the theme: one being the role that science (and the scientific process) has played in the creation of heritage, and the other being the contribution that science (and technology) offers to the study of heritage, such as the treatment of surfaces; non-destructive methods of exploration and examination; chemicals and compounds for treating artefacts and structures; the use of information systems to store and analyse data; structural analysis and finite element modelling as a means of planning repair works; and even the use of communication technology for the dissemination of research and developments.
  • Europa Nostra creates an Industrial Heritage Taskforce (IEHTF)
    Europa Nostra creates an Industrial Heritage Taskforce (IEHTF) to contribute to the better coordination of the many efforts undertaken at international and national level to do with the safeguard of Europa's industrial and engineering heritage. The Taskforce's Chairman Pierre Laconte (Belgium) and Secretary Rienko Wilton (The Netherlands) are in the process of approaching potential members. The first meeting of the IEHTF is scheduled for March 2009 and the resulting first progress report on activities is expected to be presented at Europa Nostra's Annual Congress in Taormina, in June 2009.
  • Europa Nostra to publish an annual list of europe's most endangered heritage monuments and sites in 2010
    Europa Nostra to set up a structured Heritage at Risk Scheme to better campaign in favour of Europe’s endangered heritage, as a complement to the already highly successful Awards Scheme, run in partnership with the European Commission. At its meeting on 22 January 2009, EN’s Council endorsed the proposal and plans for a fully fledged Heritage at Risk Scheme which will formalise EN’s campaigns which so far have occurred ad hoc in response to requests from its members. The Scheme would require a panel/jury of experts and would have 2 main streams, including a methodology for dealing with requests for assistance and emergency campaigns, plus a proactive arm which would include a yearly theme and the publishing of an annual list of Europe’s most endangered heritage monuments and sites. 2009 will be used to develop this plan and to prepare for its launch in 2010.

  • Injection Grouts for the Conservation of Architectural Surfaces: Research and Evaluation
    The primary objectives of the project are to evaluate the working properties and performance characteristics of injection grouts for the conservation of architectural surfaces, including plasters, wall paintings and mosaics, and to provide reliable tools for conservators and conservation scientists to assess and compare different grouts in the laboratory and field.

    Specific objectives of the project are:

    • to inform practitioners in the field on the properties and performance of different grouts and grouting materials,
    • to correlate scientific research with conservation practice in the field, and
    • to disseminate the project results through laboratory and field workshops, publications, and a seminar.

     

  • ICCROM REDUCING RISKS TO CULTURAL HERITAGE 2009. For the 1st time, the course is offered in Spanish
    ICCROM is pleased to announce the 2009 session of the international course on "Reducing Risks", organized in cooperation with the Ministry of Natural and Cultural Heritage of Ecuador, the University Andina Simón Bolívar, the Canadian Conservation Institute, the Netherlands Institute for Cultural Heritage and other regional partners.
    The purpose of this course is to focus on the risk management approach to preventive conservation of movable and immovable heritage. The course will take place in Quito, Ecuador from 9 to 27 November 2009 (three weeks) and will be given in Spanish. It is designed for collection and site managers, curators, registrars, conservators, and also directors of small to medium size museums, galleries, historic houses and archives, from all regions of the world. The course will also interest educators and professionals who teach collection management and preventive conservation, in either an academic or a vocational environment. The application deadline is 04 May 2009.

  • New edition of UNESCO’s Atlas of the World's Languages in Danger
    UNESCO launched the electronic version of the new edition of its Atlas of the World's Languages in Danger on 19 February. This interactive digital tool provides updated data about approximately 2,500 endangered languages around the world and can be continually supplemented, corrected and updated, thanks to contributions from its users.

    The lace makers of Magalle in the South of Galle, a far cry from the glamorous and glitzy world of global cinema, are in the spotlight, as Andrea Galer dresses actress Sally Hawkins in a costume with Galle Lace trimmings in the movie ‘Persuasion’. Galle lace, or Beeralu lace as it is more commonly known, a legacy from the Portuguese, a traditional craft passed down through generations, a means to a livelihood, is today in the hands of a small group of women who are striving to keep their cottage industry alive. Lace making is a delicate and difficult craft and the ladies of Magalle are striving against many odds, and the Power of Hands Foundation of the UK, an initiative of Andrea Galer, is determined to help them survive the odds.

  • Obituary - Sid-Ahmed Baghli 1936 - 2009
    24 February. Mr Sid-Ahmed Baghli, Assistant Director of Fine Arts at the Algerian Ministry of Information and Culture, has died in Paris at age 72. An important advocate for heritage conservation, he held the following positions: Director, Société Nationale d'Editions et de Diffusion (SNED); Cabinet Chief of the Ministry of Culture; Cultural Counselor of the Permanent Delegation of Algeria to UNESCO; Member of the Executive Committee of ICOM; Honorary Member of ICOM. Mr Baghli, a museums specialist, co-authored the publication on the history of ICOM prepared on the occasion of ICOM’s 60th anniversary. He was the Algerian delegate at several ICCROM General Assemblies, and also collaborated closely with ICCROM as a lecturer in the courses on architectural conservation (ITARC) and the EuroMED project. The Director General, Mounir Bouchenaki and all the staff of ICCROM would like to present their most sincere condolences to his family and in particular to his colleagues at ICOM and UNESCO.
  • Heritage Canada Foundation – Communiqué: Heritage Canada Foundation Sees Positives in Federal Budget
    Ottawa, ON January 28, 2009 –The Heritage Canada Foundation (HCF) expressed measured satisfaction that the federal Budget tabled yesterday by the Minister of Finance includes some recognition of the need to invest in historic buildings. The budget contained $75 million for the long-dormant National Historic Sites Cost-Sharing Program which will make bricks-and-mortar matching funds available for a few of Canada’s approximately 900 National Historic Sites (NHS). There is also $323 million over two years for the restoration of federally-owned buildings and $2 million to plan the future of Quebec City’s historic drill hall, the Manège Militaire, a NHS damaged by fire last year.
  • Heritage Education, Plurality of Narratives and Shared Historical Knowledge
    The Center for Historical Culture of the Erasmus University in Rotterdam, the Netherlands, has been financed by the Netherlands Organization of Scientific Research / NWO for a three years Research program on Heritage Education, Plurality of Narratives and Shared Historical Knowledge. This program will examine heritage education in a culturally diverse and globalizing society can contribute to the production of shared historical knowledge. EUROCLIO together with the Netherlands Institute for Heritage will collaborate with CHC together with an Advisory Committee of seven academic experts will oversee the progress and intellectual output of the program during regular meetings with researchers and applicants.

  • The mine landscapes, a controversial heritage

    Where mines are present, the previous world disappeared. The rural space was reorganized, mounds and hollows transformed the topography of the land. The visible result seems to be reduced to different forms of pollution, “black country” of coal, red country of bauxite, in sum an anti-landscape. When the exploitation ceases, after a period of uncultivated land, nothing seems more urgent than to erase, “rehabilitate” this uncomfortable environment.
  • Old City of Tartous - Syrian Arab Republic - a press release by GTZ
    The manager of the GTZ Program for Sustainable Urban Development (UDP) visited Tartous governorate on Tuesday 3rd of February 2009 to hand over the final report on the preservation and development of the old city of Tartous to his Excellency the Governor of Tartous. The report's main themes had been developed earlier in a two day workshop conducted by the GTZ-UDP Aleppo project and stakeholders from all sectors in Tartous city on 17th to 18th of November 2008. Aleppo project is one of the four projects of the GTZ-UDP "Program for Sustainable Urban Development", it has achieved a great success in cooperation with Aleppo city council and directorate of the old city of Aleppo in the rehabilitation of the old city of Aleppo. UDP management aims now to transmit this experience and success to other old cities in Syria.

Learning and Knowing in Indigenous Societies Today

The loss of their specialised knowledge of nature is a grave concern for many indigenous communities throughout the world. Changes to the social environment, generally brought on by the introduction of new technologies, lifestyles and market economies through colonisation and modernisation, undermine the transmission of ‘indigenous’ or ‘traditional’ knowledge. This process is often accompanied by the transformation of the natural milieu, for example when rainforests are converted to pasturelands, or valleys are flooded to become reservoirs, radically altering the arenas in which indigenous knowledge would be acquired and passed on.

Élevée dans l’amour du patrimoine et auteur de nombreux articles fondateurs sur l’histoire de la restauration des peintures, Gilberte Émile-Mâle (1912-2008) est une fi gure majeure de la restauration du patrimoine. Cet ouvrage, initié par l’INP, lui rend hommage et rappelle le rôle déterminant qu’elle joua pour consacrer la restauration comme une véritable science. International Association for Bridge and Structural Engineering (IABSE): Archive 1929-1999 now available online
In time with the Celebration of its 80th Anniversary, the International Association for Bridge and Structural Engineering (IABSE) has made its Publications Archive 1929-1999 available to Students, Research, Professionals and the Public. Over 80'000 pages of its historic documents on Structural Engineering worldwide are now available online, free of charge.

The IABSE Archive offers a broad coverage of themes, dealing with:

  • all types of structures
  • all types of materials
  • all phases of the construction process

A major part of the Archive consists of reports collected from IABSE's Conferences and may be in English, in German or French language. Sophisticated search functions allow searching for keywords anywhere in the full text body of the articles. The digitisation of the IABSE Publications Archive was supported by the IABSE Foundation and has been realised in co-operation with the Library of the Swiss Federal Institute of Technology Zurich (ETH) and the Consortium of Swiss Academic Libraries. IABSE is a scientific and technical association founded in 1929. It has members around the world, the seat is since its creation at the ETH in Zurich, Switzerland. The mission of IABSE is to promote the exchange of knowledge and to advance the practice of structural engineering worldwide, in the service of the profession and society.

The RS chapter of Docomomo Brazil collaborated with PROPAR-UFRGS (the Graduate Studies Program of Universidade Federal do Rio Grande do Sul) and the Department Projects-ETSAB-UPC (Escuela Técnica Superior de Arquitectura of Universidad Politécnica de Cataluña) on this research on the diffusion of modern architecture in the south of Brazil. With the death of Marie Smith Jones, the Eyak language of Alaska (United States) died out last year; Ubykh (Turkey) vanished in 1992 with the demise of Tevfik Esenç. Some 200 languages have become extinct in the last three generations, according to the new “UNESCO Atlas of the World's Languages in Danger”. The Courier’s feature, published in honour of International Mother Language Day (21 February), focuses on this worrying trend. When languages become extinct, not only words disappear, but ways of seeing and describing reality; we lose valuable knowledge and worlds of thought.
