XVI Forum of Ministers of Culture and Officials in Charge
of Cultural Policies of Latin America and the Caribbean
The meeting will be held in the City of Buenos Aires on 26 and
27 February 2009, also the year of the 20th anniversary of the
Forum.The Republic of Argentina will host the XVI Forum of Ministers
of Culture and Officials in Charge of Cultural Policies of Latin
America and the Caribbean, which will be held in the city of Buenos
Aires, on 26 and 27 February 2009. The central theme of the meeting
of regional culture will be Culture within the context of the
current world crisis: Challenges and Opportunities.
- Rescuing
development from the global financial and economic crisis
Decades of hard-won progress towards a range of international
development goals, such as the reduction of poverty, improved
health and access to education, the rise of a “green”
economy and gender equity are under threat from the global financial
and economic crisis. How can a reversal of these gains be prevented?
How can the advances made be reinforced? Can investment in social
services help to overcome the crisis? What should be the role
of UNESCO and the UN system as a whole? These issues will be the
subject of discussions at a day-long conference at UNESCO Headquarters
on 2 March.

Future Forum Monday, 2 March 2009 Room XII
The UNESCO Future Forum was held on Monday, 2 March 2009 at UNESCO
Headquarters (Room XII) to reflect on the ramifications of the
present financial and economic crisis and their implications for
international cooperation in general and in particular for UNESCO’s
domains, namely education, the sciences, culture, communication
and information. The Forum, was opened by the Director-General
of UNESCO, and included an opening address by Ambassador Olabiyi
Babalola Joseph YAÏ, Chairman of the Executive Board of UNESCO,
gathered more than 20 international experts and decision-makers
on the theme: “The Global Financial and Economic Crisis:
What Impact on Multilateralism and UNESCO?”.
- University
of Oran - university Agency of the Francophonie: Memorandum for
the creation of a French-speaking virtual Campus
A memorandum of agreement for the creation of a French-speaking
virtual campus (CNF) in the University of Oran in Algeria between
this establishment of higher education and the university Agency
of Francophonie has been signed (AUF). The assistant director
of bilateral co-operation before the Ministry of Education Superior
and Scientific research (MESRS) jointly signed the document with
Mr. Bernard Cerquiglini, director of the university Agency of
Francophonie (AUF). The signature ceremony was held in the campus
Taleb Mourad in the presence of the rectors of the universities
of Oran and Constantine and of the General Consul of France in
Oran, Mr. Renay Levary.

EU-Mexican bilateral cultural cooperation is re-launched
In January 2009 a second phase of the EU-Mexican bilateral cultural
cooperation has started and new programmes will benefit from a
budget of EUR 6.8 million which will be contributed to equal parts
by the EU and the Mexican government. The administration of the
Fund will be this time carried out by the National Council for
Culture and the Arts and the National Fund for Culture and the
Arts. The European Commission is working with the Secretariat
of External Relations and the National Council for Culture and
the Arts with the aim to strengthen cooperation and dialogue in
the area of culture and to issue a joint Declaration. The first
phase of the bilateral cooperation in the cultural sector between
EU and Mexico was carried out in December 2007, and coincided
with the launching of 2008 European Year of the Intercultural
Dialogue.
- EU/CULTURE:
The European Commission encourages cultural cooperation with Russia
In January 2009 the European Commission reconfirmed its engagement
in boosting cooperation with Russia in the cultural field and
in the promotion of innovative artistic and cultural projects
with a European dimension. Because culture has become a strategic
key in the EU-Russia relationship, the EU and Russia have agreed
to promote a structured approach to cultural cooperation between
the enlarged EU and Russia, to foster creativity and mobility
of artists, public access to culture, the dissemination of art
and culture, intercultural dialogue and knowledge of the history
and cultural heritage of other peoples of Europe. An EURussia
Joint Working Group on Cultural cooperation and an EU-Russia Permanent
Partnership Council on Culture were established in 2007. Since
then, thematic calls for proposals have focused on cultural initiatives
which can contribute to the 4th Common Space with regard to culture.

Landscape magazine is the first specialized monthly publication
directly targeting the professionals in and around the landscaping
industry in the Middle East. Landscape magazine aims to be the
forum whereby landscape professionals express their ideas, thoughts
and concerns; it is written by professionals or professionals.
Landscape focuses on all the elements and aspects of the landscape
industry, and the editorial contents includes topics related to
landscape architecture, both professionally and academically,
horticulture, irrigation and all the elements that are involved
in landscape as a profession. Landscape’s audience is simply
everyone that is involved, one way or another, with landscaping
from designers to real estatedevelopers and governmental agencies.
Landscape is distributed free of charge to the professionals in
the landscaping industry in the UAE, KSA, Bahrain, Kuwait, Oman,
Qatar, Jordan, and others. Landscape’s current and previous
issues are available online allowing immediate international exposure
to readers and contributors.

The first Forum Innovation and Tourism was held on November 29
and 30, 2007 and gathered around 500 participants. This first
edition was a complete success, as it was based on numerous interventions
and very innovating working formulas, allowed to include the foundations

Combating unethical practices at all levels of education is an
essential task for UNESCO in its efforts to make the right to
a quality education for all a reality. As stated in the Monterrey
Consensus on Financing for Development: unethical and corrupt
practices constitute “a serious barrier to effective resource
mobilization and allocation, and divert resources away from activities
that are vital for poverty eradication and economic and sustainable
development”. (Monterrey, 18-22 March 2002).

Le label "Capitale européenne de la culture",
lancé en 1985 par le Conseil de l’Union européenne,
a pour objectif de promouvoir la diversité et le patrimoine
européen afin de contribuer au rapprochement des Etats-membres.
Cette année, le choix du jury s’est porté
sur Linz (Autriche) et Vilnius (Lituanie), l’occasion pour
ceux qui n’y sont jamais allés de les visiter.

Cultural fund - Mexico, 1st list of selected projects 2008-2010
The strategic plan European Union - Mexico, for 2007 - 2013, established
that the high-priority fields of co-operation were Commerce, Social
Cohesion, Education and Culture. Within this framework, the first
stage of the bilateral co-operation was adopted, in December 2007,
to coincide with the launching of 2008, European Year of intercultural
dialog. For that reason, the first call for projects, published
by eEurope Culture(s), was made with the purpose of supporting
cultural exchanges between the European Union and Mexican cultural
institutions.
- UNESCO
study on international law and mobility of artists, artworks,
cultural goods and services
This short questionnaire is designed to collect information from
culture professionals for a study commissioned by UNESCO. The
study examines the effects of international legal instruments
on the international mobility of artists, artworks, cultural goods
and services. It is commissioned in the framework of additional
assistance to the Intergovernmental Committee for the Protection
and Promotion of Cultural Diversity, and as part of the follow
up of the Recommendation concerning the Status of the Artist (UNESCO,
1980). For the purpose of this study "international legal
instruments" include international treaties, conventions
and other legal instruments developed under the UN (e.g. UNESCO,
WIPO, ILO etc.) or other international organisations (e.g. WTO
etc.), regional organisations (e.g. ASEAN, African Union, European
Union, League of Arab States, Council of Europe, Mercosur, NAFTA,
etc.) as well as multi-lateral and bi-lateral agreements between
regional organisations or countries.
- Cultural
co-operation with Russia
The program of association for the reinforcement of the Institution
(IBPP)- Support to the co-operation initiatives between the European
Union and Russia represents a significant part of the European
Union – Russia co-operation program. It serves as support
the different initiatives proposed, even in Culture. Culture has
become an especially important topic in the relations between
Europe and Russia. On the other hand, they agreed to promote cultural
co-operation to reinforce creativity and mobility of artists,
public access to culture, dissemination of the arts, intercultural
dialog and knowledge of the heritages in the destinations of the
populations.

The EUROCLIO Board and Secretariat strongly believe that the EUROCLIO
Website should reflect all our activities in the field of History
Education. Also, it should be a rich source of information and
documents, related to our past, current and future History activities.
The New Website, for instance features a section with daily updated
news and events related to History Education around the world.
By commenting on these messages, there is also the possibility
to engage in debate and discussion.

Six new dynamics are transforming the landscape of higher education
said UNESCO's Assistant Director-General for Education Nicholas
Burnett at the opening of an international conference organized
by OECD's Centre for Educational Research and Innovation on 8
and 9 December.

entre las Américas, España, Portugal, Italia y Francia
(siglos XVI-XIX) ; la confrontación y las conexiones entre
la América española y la América portuguesa
(siglos XVI-XXI); la producción y recomposición de
las identidades bajo sus múltiples formas y contextos sociopolíticos

nacionales latinoamericanos: sus instrumentos y articulación,
1870- 1930”, Ediciones UNESCO acaba de concluir la publicación
de la Historia General de América Latina, coproducida con la
editorial española Trotta Obra científica de largo aliento,
la Historia General de América Latina cuenta un total de nueve
volúmenes (uno de ellos en dos tomos) y cubre la evolución
de las sociedades latinoamericanas desde la época precolombina
hasta el siglo XX. En ella han colaborado más de 240 historiadores
de todas las escuelas y tendencias bajo la supervisión de un
comité científico presidido por el historiador venezolano
