  • A forum for indigenous peoples, small islands and vulnerable communities
    Call for project proposals: On the Frontlines of Climate Change. Proposals should reach UNESCO by 15 July 2009. The Frontlines Forum is now calling for community-level projects focusing on local experiences with climate change impacts and adaptation. These could involve field research, interviews with community members, workshops, photo projects, film projects etc. Proposals can be made by interested groups or individuals, for example, local and indigenous organisations, research centres, researchers, graduate students with interdisciplinary training, community members (youth groups, women, elders) etc.
  • Dark Side of the Universe: Toward a New Cosmological Paradigm. UNESCO Headquarters. Paris (France) 29 June to 3 July 2009
    "Invisible Univers". Most of the universe is invisible to human eyes and to our most advanced observation devices. The international research colloquium entitled “Dark Side of the Universe: Toward a New Cosmological Paradigm” (Monday 29 June to Friday 3 July) will bring together the top international specialists on dark matter and dark energy, including George F. Smoot and David J. Gross, Nobel laureates in physics, and Alain Connes, Fields Medal winner. “Invisible Universe” is a set of three scientific events: an exhibition, a specialists’ symposium (in English) and a public symposium (in French).

  • The State of Higher Education in the World Today
    Around the world higher education is being shaken by profound changes. Exploding enrollments over the last decade are putting severe financial strains on tertiary systems. At the same time, computers and the internet have allowed previously unimaginable forms of global knowledge transfer. Institutions are becoming increasingly competitive, vying for scarce resources at home and for the rapidly growing numbers of students studying outside their own countries. Universities, including a rapidly growing number of private universities, are making international partnerships, and opening academic programs and even branches in other countries as never before.

  • 10th Weimar Summer Courses, “Milestones of Democracy – European Memories 2009” (Germany)
    The Weimar Jena Akademie in partnership with the Bauhaus Universität Weimar and co-financed by the European Union, is organizing its 10th edition of the Weimar Summer Courses. The Weimar Summer Courses will offer around 80 participants from different countries a two week program of diverse activities in small work groups which will include seminars, lectures, workshops and discussion circles in English, but also excursions, visits to museums, exhibitions and other cultural sites in Weimar. There will be three parallel and cross-sector courses on Philosophy, Art and Sustainability, and Media and Society. The aim of these courses is to recall historical experiences of the development of democracy in Europe and use the knowledge they provide in order to envisage future developments. The courses will specifically address important anniversaries for 2009, such as: the creation of the Weimar Republic and the foundation of the Bauhaus in Weimar in 1919; the peaceful revolution in 1989; as well as Schiller's and Goethe's birthdays.

This type of unity and collaboration is increasingly important as the world comes together to face climate change and ensure sustainable development, particularly in the context of the current economic crisis.   • The Portal of Culture of Latin American and the Caribbean
    The Project ¨Virtual Forum of Ministers of Culture and Officials in Charge of Cultural Policies of Latin America and the Caribbean¨ of the Forum of Ministers of Culture was presented by the delegation from the Dominican Republic to the 12th Forum of ministers held in that country from 22-24 March 2001. From that moment on it was unanimously welcomed with great enthusiasm by all the Member Countries. The initial concept of the project was to establish an extension of the Forum of ministers within the virtual space, allowing at the same time a more systematic, permanent, dynamic and articulated work. Likewise, among its objectives, we have the purpose of promoting the intercultural dialogue and pluralism, to contribute to the regional integration, based on the use of new information and communication technologies. For the implementation of this important regional project, the Forum of Ministers requested in an immediate way the support and cooperation of the Regional Office for Culture in Latin America and the Caribbean of UNESCO. Later on, during the operational stage of this project, and with the contribution given by UNESCO, its original conception was enhanced until it became in the establishment of the "The Portal of Culture of Latin American and the Caribbean", which naturally includes the original conception, but that allows to go beyond this.
  • Regional Network of Institutions for Research on Afro-American Religions
    The Regional Network of Institutions for Research on Afro-American Religions, comprising numerous institutions from Latin America and the Caribbean studying these subjects, was created in March 2004 within the framework of UNESCO’s international project “The Slave Route”. The project is being implemented and financed by the UNESCO Regional Office for Culture in Latin America and the Caribbean, with the support of the Fundación Fernando Ortiz, a Cuban NGO devoted to anthropological and socio-cultural studies as well as the coordination in Cuba of project “The Slave Route”. The Regional Network of Institutions for Research on Afro-American Religions has been created to facilitate multidisciplinary studies and research on Latin American and Caribbean religions of African origin, components of the cultural heritage of the region, whose significance and influence have marked the cultural identities of most of their peoples.
  • UNESCO World Conference on Higher Education to address global challenges
    Over 1,000 participants will discuss the future of Higher Education and research at the 2009 World Conference on Higher Education, to be held at UNESCO Headquarters in Paris from 5 to 8 July. They will review trends from rapid growth in student numbers to the surge in private provision, address emerging new dynamics and their policy implications, examine the social responsibility of higher education, and recommend measures to promote equity and stimulate innovation and research.

  • International Year of Astronomy at UNESCO: Three scientific events about the invisible universe
    Most of the universe is invisible to human eyes and to our most advanced observation devices. What is dark matter and what is dark energy? Our understanding of the physical world will be revolutionized the day we discover the answers to these two questions, which will be central to the “Invisible Universe” programme presented at UNESCO from 29 June to 10 July, as part of the International Year of Astronomy celebration.“Invisible Universe” is a set of three scientific events: an exhibition, a specialists’ symposium (in English) and a public symposium (in French).
  • Symposium: Which is the cultural history of Brazil?
    This seminar, organized by the “Association for research in Brazil in Europe” (ARBRE) gathers a group of Brazilian and French researchers. The topic of discussion is focused on the proposals of the different topics that make up the state of cultural history of Brazil, as well as a reflection on the way this is produced on both sides of the Atlantic.

  • Culture, sustainable development and local Authorities: what challenges for the next decade?
    Recognised by the Porto Alegre world forum in May 2004 as the fourth pillar of sustainable development, on the same level as economic development, social development and protection of the environment, culture is now the object of an Agenda 21 presented in Barcelona in 2004 and supported by United Cities and Local Governments. This agenda or programme of reflection and action for the 21st century is particularly addressed to local authorities and constitutes a complementary working document to the Unesco convention for the protection and the promotion of diversity in cultural expressions. This one-day encounter will enable art and culture professionals to report on their initiatives concerning Agenda 21 for Culture, but also to learn about successful practices and to have access to resources made available through experiments, studies and research in this field. The question will be approached from the local and the international level, with contributors from Catalonia, France, Canada and South America.
  • EU/CULTURE: European Capitals of Culture 2012 and 2013 designated
    On 12 May, in the context of the 2941st Education, Youth and Culture meeting, the Council of the EU designated the cities of Guimarães (Portugal) and Maribor (Slovenia) to be the European Capitals of Culture in 2012, followed by Marseille (France) and Košice (Slovakia) in 2013. The formal designation is only the beginning of a process leading up to the year as a European Capital. The preparations lasting several years are decisive for the eventual success of the event, which depends on the commitment of state and municipal governments. The event generates considerable cultural and socio-economic benefits, including positive effects on tourism. That is why a monitoring and advisory panel – organised by the European Commission – is to help the cities during the preparation period. Following Vilnius and Linz this year, the next European Capitals of Culture will be Essen, Pécs and Istanbul in 2010, and Turku and Tallinn in 2011.

  • Buenos Aires named “World Book Capital 2011”
    The city of Buenos Aires (Argentina) was named the “World Book Capital 2011” by the selection committee, composed of representatives of the three main professional associations in the book industry and UNESCO, at the conclusion of their meeting on 12 June at UNESCO in Paris. Buenos Aires is the eleventh city to be designated World Book Capital, after Madrid (2001), Alexandria (2002), New Delhi (2003), Antwerp (2004), Montreal (2005), Turin (2006), Bogotá (2007), Amsterdam (2008), Beirut (2009) and Ljubljana (2010).

  • UNESCO-IESALC, Latin America and the Caribbean University networks and Councils of rectors will meet in Lima to start up ENLACES
    In order to discuss a proposal of collaborative participation and to specify the mechanisms of articulation between the agents involved in the construction of the Latin American and Caribbean Higher education Meeting Area (ENLACES), between June 1st and 2nd, the city of Lima-Peru will host the 3rd Latin America and Caribbean University networks and Councils of rectors. ENLACES is one of the proposals of the Higher education Regional Conference (CRES) held year last in the city of Cartagena de Indias, Colombia, and one of the main goals of the CRES 2008 Action Plan.   • Chairman of Executive Board publishes names of nine candidates to the post of UNESCO Director-General
    The Chairman of UNESCO’s Executive Board, Ambassador Olabiyi Babalola Joseph Yaï (Benin), today made public the list of candidates to the post of Director-General of the Organization. A total of nine candidatures were received by the Executive Board. They are (in chronological order of reception):

    The Executive Board will consider the candidatures and propose one name at its 182nd session (7 to 23 September), just ahead of the 35th session of the General Conference which will name the new Director-General. The second term in office of the present Director-General, Koïchiro Matsuura (Japan), ends in November 2009. He was elected in 1999 and again in 2005.

  • Australian National University (ANU) - Cultural and Environmental Heritage
    The Cultural and Environmental Heritage specialisation provides a focused, national and international outlook on contemporary cultural and environmental practice. It enables students to explore connections between natural or environmental heritage and cultural heritage, and reflects contemporary demands for professional understandings that enable a much more comprehensive and mutually-informing approach to environmental concepts. In all aspects of the courses, there will be opportunities for detailed examination of current examples of professional practice. Students will be encouraged to either research aspects of key projects already underway in the ANU or incorporate existing workplace or other contemporary projects into their program. The ability to place and mentor students through the established internship mechanisms will be utilised to provide practical links with major projects, government departments and national institutions. In this way, the emphasis in the stream will be strongly on the intersection and interplay between academic, policy and industry professional practice in cultural and environmental heritage.
  • Observatory of Cultural Policies in Africa (OCPA) News
    The Observatory was created in 2002 with the support of the African Union, UNESCO and the Ford Foundation. OCPA was set up in Mozambique as an independent pan-African professional organisation with a view to monitor the evolution of culture and cultural policies in the region and to enhance their development and their integration in human development strategies through advocacy and promotion of information exchange, research, capacity building and cooperation at the regional and international level. The Observatory strives to be self-reliant and sustainable by developing strategic networking and partnership with relevant bodies with a view of mobilizing human, financial, technical and material resources. OCPA is a professional institution, which implements its strategic objectives, by articulating the priority needs of the African States and cultural life, its expected results and available resources, for offering policy-oriented and knowledge-based information, scientific criteria and operational services to the development of cultural policies in Africa combining the principles of quality and efficiency.

  • Participation in the meeting of experts on the right to participate in cultural life
    Last May13, the Departments of Social and Human Sciences and Culture of UNESCO organized, in association with the Committee of Economic, Social and Cultural Rights and of office of the UN High Commissioner for Human Rights (ACNUDH), a meeting of experts on ''The right to participate in cultural life ''that took place in Geneva. The primary objective of the meeting consisted in gathering members of the Committee as well as experts and representatives of intergovernmental and nongovernmental institutions to examine the panorama of the General Commentary on the right to participate in cultural life. The observations collected served to prepare the text, before its official presentation before the Committee, which discussed it in its 42nd session in Geneva, a few days later. Interarts was invited to participate in the meeting.
  • Quebec: new cultural action plan on sustainable development
    In April, the Government of Quebec presented a new action plan on a cultural policy for sustainable development. The strategy is based on two main points: the conservation of cultural heritage and UNESCO’s Convention on the Protection and Promotion of Diversity of cultural expressions .Within this framework, among the activities planned until 2013, is the elaboration of an Agenda 21 of culture, to express the commitment of Quebec in favour of sustainable development.

  • UNESCO’s World Commission on the Ethics of Scientific Knowledge and Technology to meet in Malaysia from 16 to 19 June
    The sixth ordinary session of the UNESCO World Commission on the Ethics of Scientific Knowledge and Technology (COMEST) will be held in Kuala Lumpur* (Malaysia) from 16 to 19 June. It will examine reports the COMEST is to publish about science ethics and the ethical implications of climate change. Pierre Sané, Assistant Director-General of UNESCO for Social and Human Sciences, will open the session on 16 June at 10.00 a.m., in the presence of Maximus Ongkili, the Malaysian Minister of Science, Technology and Innovation. A roundtable will then focus on research-policy linkages in science ethics. The afternoon of 16 June (2.30 p.m.) and the morning of 17 June (9.00 a.m.) will deal with science ethics: Alain Pompidou, Chairperson of COMEST, will present the draft report on the subject and a debate will follow. A roundtable will then be dedicated to the ethics of energy technologies in Asia and the Pacific.

  • Music Day in Aleppo. Syrian Arab Republic
    Under the patronage of his Excellency Eng. Ali Manssoura the governor of Aleppo and his Excellency Dr. Andreas Reinecke the ambassador of the German Federal Republic. The German Embassy in Syria and the German Technical Cooperation GTZ are jointly organizing a one-of-a-kind musical event in Aleppo. 7 nights of German and Syrian musical pieces varying from Aleppian Muwashahat to German classical concerts, is hosted by the directorate of Aleppo old city and Aleppo city council. The German-Syrian tunes will echo in the halls and yards of Alsheebany School in Aleppo old city, a place that has hosted and raised generations of the Aleppian youth and now hosts the permanent exhibition of Aleppo's rehabilitation process, which proves to be a perfect incubator for such a meeting ceremony between the western harmonies and the oriental melodies.

  • Inauguration of the French-speaking Virtual Campus of the University of Yaounde II in Cameroon
    On 29 April 2009, the University of Yaounde, located in the small city of Soa, hosted the opening ceremony of the academic Building 2000 named “Dialogue of cultures”, the Centre of virtual engineering and the French-speaking virtual Campus of the University Agency of the Francophonie (AUF). The inauguration ceremony was chaired by the Minister of Higher Education, Professor Jacques Fame Ndongo, Mr. Bonaventure Mvé-Ondo, Vice-Rector of agreements of the AUF in the presence of Mr. Jean Tabi Manga, Director of the University Yaounde II and Jean-Gratien Zanouvi, Director of the Central Africa Office of the AUF.

Le livre « Pratiques émancipatrices – Actualités de Paulo Freire », vient d’être publié en coédition entre les éditions Syllepse et Nouveaux Regards, est le produit d’une réflexion menée à partir d’expériences à dimensions sociales, culturelles et politiques d’Amérique, d’Europe et d’Afrique. Plusieurs réunions, réalisées avec l’appui de l’Unesco en 2002 et 2003, ont permis de connaître plus d’une soixantaine d’expériences actuelles qui peuvent se référer à la pensée et à l’action de Paulo Freire. Leur approfondissement et leur confrontation, avec les acteurs concernés, a permis d’éclaircir les concepts qui les sous-tendaient et de dégager les stratégies et outils utilisés dans ces pratiques. Les auteurs de l’ouvrage considèrent sa publication comme une étape dans un processus de travail en réseau qui vise à construire ensemble des connaissances utiles pour l’action et la réflexion sur les pratiques d’émancipation et à renforcer les réseaux impliqués dans ces pratiques. Grâce au soutien du programme MOST de l’UNESCO, Germán Solinis a accompagné le processus et préfacé l’ouvrage. Learning and Knowing in Indigenous Societies Today

The loss of their specialised knowledge of nature is a grave concern for many indigenous communities throughout the world. Education, as it is understood in a Western context, occupies a pivotal role in this process, highlighted by many as both a major cause of the decline of indigenous knowledge, and also as a potential remedy for its demise. Commendable efforts are being made to better align educational curricula with indigenous realities and to incorporate local knowledge and language content into school curricula, but the interrelationship and balance between these two different ways of learning remain delicate. These issues, and attempts to address them, are explored within the UNESCO publication Learning and Knowing in Indigenous Societies Today

Leaflet on "Urban Policies and the Right to the City. Towards Good Governance and Local Democracy."
An international research project of UN-HABITAT and UNESCO. Launched March 2005. Cities are engines of growth and provide major opportunities for social advancement and economic development. Today, however, they also represent high levels of inequality and significant concentrations of poverty. The current global trends in urbanization and globalization imply nothing less than the urbanization of poverty and social exclusion.

50,000 Norwegian books available on the net
The Norwegian National Library has just made 50,000 Norwegian books accessible on the net - at no charge and perfectly legal. The service, Bokhylla.no was officially opened by Minister of Culture Trond Giske. Based on the results of the High North Project, the National Library through this project will make available on the Internet all books published in Norway through three decades, namely those between 1790-99, 1890-99 and 1990-99. During a three year period, the public will get easy access to a considerable body of Norwegian literature, around 50,000 books. 10,000 books were made available when the service opened. "The project will provide new and important information, and will be an important step on the road towards permanent solutions for net access to literature", says National Librarian Vigdis Moe Skarstein. The Minister of Culture affirmed that Bokhylla in itself is a great project. Making the cultural heritage accessible is important and the project serves as a model for others.

Revolution or Renaissance. Making the Transition from an Economic Age to a Cultural Age
Paul Schafer, 2009
Two years after the first edition of the book, in Chinese, Paul Schafer publishes the English version. From a detailed and historically sensitive analysis of economics and culture, Schafer foresees a world system of the future where culture is the central focus of development. According to him, a transition from an economic to a cultural age is imperative for global harmony, environmental sustainability, economic viability, and human well-being. Paul Schafer has worked in the cultural field for four decades, taught at York University and the University of Toronto, and undertaken a number of missions for UNESCO. He is director of the World Culture Project.
