Frank Gehry and I had been friends since 1975 when Frank was still
not very well known on the international scene and I was exploring
new ideas for the 1976 Venice Biennale. But Frank had already
started to make a name for himself among the less orthodox Californian
architects with the house for his artist friend Ron Davis, with
his houses in Malibu and Venice, California and with the Santa

- The Observatory of Cultural Policies-Closing of the
Tour of France and of the Europe of the Cultural Policies. Grenoble

On the occasion of its 20 years of existence in 2009, the Observatory
of Cultural Policies organized an itinerant event in 12 cities

- CULTURE/EU COMMISSION: Who's taking home the European
Capital of Culture title in 2015?
The panel responsible for selecting the European Capitals
of Culture for 2015 have recommended that Mons in Belgium should
be one of the two cities that will share the title. Its formal
nomination by the EU Council of Ministers will take place around
November 2010.The Czech Republic will also host a European Capital
of Culture in 2015. Its choice will be announced after a final
selection meeting in Prague on 8 September 2010.

- EDUCATION/EU COUNCIL: Education and training for the
Europe of 2020. Bruxelles (Belgium) 15 February 2010
On 15 February at Brussels, the Council of the European Union
discussed the role of education and training in Europe's strategy
to promote growth and jobs and underlined its place at the heart
of an economy based on knowledge and innovation, against the background
of preparations for the new ‘EU 2020’ strategy to
replace that of Lisbon. The Council began by adopting the 2010
joint progress report on the implementation of the "Education
& Training 2010" programme in the period 2007-2009. Overall,
the report shows an improvement in education performance across
Europe, with EU policies helping to promote reforms at national
level. At the same time, important challenges remain, in particular
concerning literacy levels.

Let me first thank the Presidency for providing us with the opportunity
to exchange views on the contribution of education and training
to the future EU strategy for growth, social inclusion and sustainable
development. A great number of jobs have been lost during the
crisis and new work places will primarily emerge in areas that
need higher skills levels. In 2020, it is estimated that 35% of
all jobs will require high qualifications - compared to 29% today.
This will mean 15 million more jobs with high qualifications.

- The International Cultural Patronage of Firms: a contribution
to public diplomacy
After 20 years of the introduction of the modern cultural patronage
of firms in Spain have gone by, its contribution to cultural and
public state diplomacy is described here. The international cultural
patronage of Spanish firms presents itself as an important contribution
to informal diplomacy within the domain of public diplomacy, due
to the elements of relations and communication that the strategic
and philanthropic action of firms brings with it. In other countries,
the firms that carry out this project are worthy of special consideration.
In Spain, this should not be separated from a necessary implementation
in the fiscal legislation and it should incorporate the outstanding
tools from other neighbouring countries, without forgetting the
advocacy aspect of culture, which is practically inexistent in
our country and which is necessary especially when it does not
seem to provoke the social enthusiasm that it used to in the next
past.

- Participation in the Anna Lindh Forum 2010 (4-7 March
2010)
The Anna Lindh Forum 2010 is a major civil society gathering for
the promotion of intercultural action across the Mediterranean
region organised by the Anna Lindh Foundation in partnership with
the European Institute of the Mediterranean, Head of the ALF Spanish
Network. Taking place in Barcelona from the 4th to 7th of March
2010, the Forum aims to give new momentum to the cooperation among
civil society organizations committed to intercultural dialogue
in the Union for the Mediterranean region and to enrich the activities
of the forty-three National Networks of the Anna Lindh Foundation.

- Presentation of the pedagogic team on the Diversity
of Cultural Expressions
A meeting for the presentation and validation of the “Pedagogic
kit on the Diversity of the Cultural Expressions” has taken
place in the venue of Interarts in Barcelona with the institutions
involved in February 9th. The project, directed by the Division
of the Cultural Expressions and Creative Industries of UNESCO,
is coordinated by Interarts, in partnership with the UNESCO Chair
on Cultural Policy and Cooperation of Girona University. This
group of pedagogic materials, which have been elaborated to make
young people aware of the importance of the diversity of cultural
expressions, will soon be in a pilot phase and will be tested
in several Latin American countries.

Our friends from CHA:COL shared with us their urban strategy,
PARENTHESIS, with us. When the New School of Planning and Architecture
decide to relocate an institution, CHA:COL imagined this new school
as an interconnected whole where the plan connects disparate structures
with the natural environment. Set in India, the country already
has a rich history of education that synthesizes the exterior
with the interior, so CHA:COL’s strategy enforces this pedagogical
mentality.

- UNESCO Associated Schools mobilize for the International
Year for the Rapprochement of Cultures
Intercultural dialogue at school level will be the focus
of the Third Collection of UNESCO Associated Schools’ Good
Practices for Quality Education to be published later this year.
Mondialogo School Contest students during the International Symposium
in Beijing, China, 2008. The theme has been chosen to reflect
UNESCO’s lead role in celebrating 2010 as The International
Year of Rapprochement of Cultures. Irina Bokova, Director-General
of UNESCO, called on all UNESCO’s partners, among them UNESCO
Associated Schools, to mobilize for the International Year for
the Rapprochement of Cultures, with the purpose of
- campaigning for dialogue and mutual knowledge
- fostering respect for each other’s culture
- breaking down the barriers between different cultures through
exchange and dialogue as the best tools for building peace.
A number of countries, among them Chile, Costa Rica and Oman
have already announced activities to be carried out in cooperation
with the UNESCO Associated Schools Network.

- Invitation: UNESCO-Beirut: Book launch on the occasion
of Beirut World Book Capital 2009
UNESCO Beirut launched a new book on 16 March 2010, entitled “So
I Can Transfer You Into My World” under the patronage of
the Lebanese Minister of Culture. The publishing of the book is
in cooperation with "Maison du Livre". The book which
is written by Sanna Chibani in Arabic language, comes as a result
of a special writing workshop that was organized in 2009. The
workshop targeted some twenty children books' writers and illustrators.
The theme of the workshop was “How to tackle diversity in
books for youth”.

- Urban sustainable living, a lecture by Patti Moreno.
Boston (USA)
The Boston Society of Architects lecture series on architecture
and the built environment illuminates the ways in which all of
us shape the design of our neighborhoods and cities, and the profound
impact design has on our communities and the way in which we live.
Patti “Garden Girl” Moreno, a writer and television
host in Roxbury, Massachusetts, spoke on urban organic gardening
at a recent BSA presentation. Moreno addressed composting, growing
enough produce to feed a family on a city plot, designing edible
landscapes and other sustainable living practices. She is a contributing
editor to Fine Gardening’s GROW magazine, writer for Organic
Gardening Magazine and The Old Farmers’ Almanac, and the
co-host of Growing a Greener World, a new public television show
about gardening and living sustainably.

- Exhibition - Build Somewhere Else: TYIN + Anna Heringer
14 February - 28 March 2010. Villa Noailles, Hyeres, France
After Rudy Ricciotti, Patrick Bouchain, Lacaton and Vassal, Luca
Merlini and Lefèvre and Aubert, the villa Noailles pursues
its exploration of universe of committed architects. From February
14th till March 28th, 2010, will be presented the projects and
the realizations of two teams of architects: the TYIN association
(see their projects in ArchDaily here) created by two young Norwegian
architects, Andreas Grøntvedt Gjertsen and Yashar Hanstad,
and those of German architect Anna Heringer (see her project in
ArchDaily here). “Build Somewhere Else”, because this
exhibition shows projects conceived by people “here”,
in Europe, for people “over there”, in Africa or in
Asia. Over there, where the term «shelter» takes back
its first sense: In Africa and in Asia, with the students Norwegian
architects of TYIN, who created a humanitarian organization to
build houses of orphan teenagers, libraries of village and public
baths, with the local population and within environmental protection
conditions. In Africa and in Bengladesh, with a young German architect,
who has reinterpreted the ancients constructiv systems.

- Shelter for Haiti / Andres Duany
In just a short period of time since the earthquake hit Haiti,
designers have been proposing possible housing solutions for the
country. We will share a variety of these housing schemes with
you throughout the week, with the hope that they will encourage
more people to get involved to help not only Haiti, but also Chile.
The first proposal is designed by Andres Duany, a Miami architect.
Duany, with the help of sociologists and anthropologists, has
designed four different versions of a temporary structure to relieve
the urgent need for housing in Haiti. The differences in the homes
respond to the varying ways Haitians live, so that each home is
tailored to their specific needs.

- Rebuilding Haiti-2030 Horizon: a historic Colloquium
With the objective of rebuilding Haiti, whose capital and other
main cities were devastated by the earthquake one Tuesday in January
12th 2010, some twenty organizations and personalities from the
Haitian community in Quebec have organised a reflection and action
group for the reconstruction of Haiti. The main aim of this group
is to formulate concrete proposals for those involved in the rebuilding
of Haiti, on the basis of those reflections reached with a participative
approach, and taking into account the experts’ reports and
sensitivities in both the country and outside. To reach this objective,
the group has aimed, among other things, at organizing an open
and participatory Colloquia, that will be held the next 4th and
5th of March in the Polytechnic School of Montreal. Registrations

- Video Conference organized by the AUF for the students
from the University of Quisqueya (Haiti)
Under the framework of the mobilization in favour of Haiti and
the Haitian university community, the AUF and the French Ministry
of Higher Education and Research, organized the opening session
of online education with a video conference in association with
the University of Quisqueya (Haiti). Professor M. Pascal Bernard,
a remarkable seismologist from the Institute of the Earth Physics
of Paris (IPGP), encouraged this video conference from Paris in
front of an audience made up of Science students from Haiti. The
conference dealt with the topic “Plate tectonics and
the geophysical balance of the seism in Haiti”.

- Reopening of the AUF Caribbean Office
Mr. Abderrahmane Lellou, Vice-Rector of Scientific Politics at
the AUF, has just presided the official reopening of the Caribbean
Office today, an office that will temporarily have its headquarters
in the campus of University of Quisqueya. The office will open
from 9am to 3 pm, from Monday to Friday. The office staff will
see to immediately resume their activities. Next, a virtual structure
will be established. This will hold the computers form the French
virtual campus and will temporarily welcome students from our
member universities.

- Participation of the Rector and President of the AUF
in the international Colloquium on “The conditions of dialogue
for the stabilization of African universities”
Mr. Yvon Fontaine, President of the University Agency of the French
Studies, and the Rector, Mr. Bernard Cerquiglini, were in Burkina
Faso from February 21st-24th, 2010. This mission allowed them
to take part in the international Colloquium on “The
conditions of dialogue for the stabilization of African universities”.
The participants in the colloquium pointed out its adequacy and
relevance, considering the repetitive crises they have undergone
and their consequences, something which disturbs those universities
in the West Africa region.

in an age of globalisation

The concept of "substantial differences" - far from
being a dry, technical topic for a book on higher education policy

Sous le titre «L'invention de la prospective culturelle
», le Ministère de la Culture et de la Communication
français a publié un ensemble de textes d’Augustin
Girard, chef du Service des études et recherche (de 1963 à
1993) et président du Comité d’histoire du Ministère
de la Culture français (de 1993 à 2007), décédé
en 2009. Cette publication, dirigée par Philippe Chantepie,
Chef du Département des études, de la prospective et
des statistiques, présente les questions soulevées par
l'auteur au cours des dernières décennies du XXème
siècle, telles que l'analyse de la révolution numérique,
l'identification des défis à venir ou les nouvelles
politiques culturelles.

TRADITION AND INNOVATION IN HOSPITALITY Palermo International

There is an on-going debate today on the subject of the relationship
between city and architecture; this cultural and disciplinary backdrop
requires in-depth studies on a variety of themes and a great number
of disciplinary contributions. Over the centuries Man has left his
mark on the land and in order to fully understand the wide-ranging
modifications, it could be important to assess architecture specifically
built for hospitality; in particular, its conceptual, spatial, functional
and technological peculiarities need to be considered. Publication
reports the results of the International Design Competition whose
subject was the complete interior design (furniture and artefacts
of communication) for 14 themed rooms Suite d’Autore. The goals
were to promote artists and designers, to project a structure that
had a cultural and educational meaning for guests and that the rooms
and public areas were decorated with sculptures, paintings, photo-graphs
and artefacts of communication related to the rooms’ themes.
