• (en italiano) L’Aquila e il suo patrimonio culturale ad un anno dal sisma (Italia)
  Durante i dodici mesi trascorsi dalla notte del 6 aprile, la chiesa delle Anime Sante ubicata nel centro storico de L’Aquila è diventata il simbolo di una città distrutta le cui ferite, ancora aperte e ben visibili, stentano a rimarginarsi. Ma la chiesa delle Anime Sante è soprattutto il simbolo dello stato di precarietà che minaccia il vasto patrimonio culturale presente sul territorio colpito dal sisma. Le cifre da sole sono sufficienti a mettere in evidenza lo sforzo necessario – in termini di tempo e di risorse finanziarie – per il recupero dei beni artistici e architettonici della città. Secondo le stime fornite da Luciano Marchetti, vicecommissario della Protezione Civile con delega ai beni culturali, ammonta a 3,5 miliardi di euro il costo degli interventi che è indispensabile attuare per mettere in salvo monumenti, chiese e palazzi storici, cifra destinata a raggiungere i 10 miliardi di euro se si estende il raggio d’azione all’intero patrimonio edilizio. Per la rimozione delle macerie occorrono almeno due anni, mentre per la ricostruzione di anni ne servono addirittura dieci.

• [english] An early secondary college and an inner city municipal complex were added to the Victorian Heritage Register in March 2010. Victoria (Australia)
  Established in 1907, Bendigo Senior Secondary College is one of the state’s earliest secondary colleges. Following the establishment of the first state secondary school in Melbourne, new secondary schools were established in four country towns: Bendigo, Ballarat, Sale and Warrnambool. Only the Ballarat and Bendigo Schools still operate on their original sites.
  One of the earliest of the grand municipal buildings that characterised Victoria in the post-gold era, the former North Melbourne Town Hall and municipal buildings also have been included in the Register. Now known as Arts House, the Town Hall was built in 1875-6 to the competition winning design of architect George Johnson.

  Scatta l’ultima fase della più ambiziosa operazione di recupero storico-culturale del Dopoguerra a Sesto Fiorentino. Le ultime settimane del 2010 terranno a battesimo un nuovo Polo culturale polivalente a servizio della città e dell’intera area fiorentina. Nei locali della Villa di Doccia, il luogo che per circa due secoli ha ospitato la Manifattura di ceramiche Ginori, nascerà la nuova sede della biblioteca pubblica “Ernesto Ragionieri” con un patrimonio librario di oltre 100.000 volumi, fondi speciali, riviste e materiale multimediale.

  The Council of Europa Nostra unanimously decided during its bi-annual meeting in The Hague (The Netherlands) on 12 February 2010, to endorse an appeal to the Italian Government for the legal protection of the historic town of L'Aquila, by its founding Member Organisation Italia Nostra.

• [english] Rosia Montana in Romania: Again under threat
  Despite the positive 2007 Court ruling in favour of protecting the unique archaeological remains of the Roman and pre-Roman mine galleries and the entire Carnic massif of Rosa Montana, this important cultural landscape site in N-W Romania is under grave threat of being destroyed in the name of development. At the cost of removing all remains of this important heritage site for short tem benefit, the huge Canadian mining conglomerate Gabriel Resources, wishes to turn the area into an open-pit gold mine which would also bring with it grave environmental risks from the massive amounts of cyanide emissions and run-off necessary for gold mining. The local heritage community and EN are taking action to protect Rosa Montana and to forcibly argue that developing the area for cultural tourism would bring better sustainable long term economic benefit.

  From Wednesday 3rd February- Sunday 7th February, EUROCLIO are to feature in a 25 minute documentary aired by the BBC World Service. EUROCLIO Executive-Director Joke van der Leeuw-Roord will feature in a program investigating the disputed role of history textbooks in the process of European Integration made by Mark Whitaker. Joke van der Leeuw-Roord was interviewed by Mark Whitaker in The Hague in November 2009 about a wide variety of issues related to history education and society. The program will be aired as a part of the Wednesday Documentary series of the BBC world service.

  The Melnikov House (1927-1929) is under threat of being taken into private hands, against the desires of the author of the house, Konstantin Melnikov (1890-1974) celebrated architect of the Avant-garde period, and of his son Viktor (1914-2006), custodian of the house for 30 years.
  It was stipulated in Viktor Melnikov’s will that the house should become a State Museum to Konstantin Melnikov and himself (father and son.) Viktor’s daughter, Yekaterina Katerinskaya is the executor of the will and is currently resident in the house.
  However, the owner of half of the house, former director of property developing company Rosbuilding, Senator Sergei Gordeyev, wants to gain full ownership of the house and open a privately owned museum there.

  The Mattancherry Palace with its old world charm is situated on the Palace Road in Mattancherry in Kochi. This palace was built by the Portuguese and presented to Veera Kerala Varma Raja of Kochi, in 1555 AD. The Dutch, who followed the Portuguese to Kochi, carried out some extensions and renovations in the palace in 1663. Since then, the palace became popular also as the Dutch Palace.

  Board member Irina Subotic (RS) and Council member Maria Berza (RO) represented Europa Nostra at the International Seminar “Russia – European Union: Signs on the Road Map of Cultural Cooperation” held in Moscow on 8 December 2009 at the Russian Historical Museum. The conference was the first of its kind, bringing together high officials and specialists from Russia and the European Commission, as well as representatives of civil society from both areas.   On 18 February 2010, Executive President Denis de Kergorlay, spoke to a large gathering of influential Maltese policy makers and representatives of heritage organisations on ‘Europe and Heritage’. Focusing on how our roots and identity have been shaped by our European heritage and history, he under-lined the way the historic environment – encompassing both our built and natural heritage – consists of layers of artefacts, buildings and sites that generations have shaped and left behind in the places in which they lived. He demonstrated how we are all trustees of the mosaic of layered inheritance which enriches Europe and its citizens, both figuratively and literally. Our European heritage is in every sense a common wealth which stretches from the tip of Malta to the northernmost Arctic in Norway and from the Atlantic to the Urals. Denis de Kergorlay also explains the various activities through which Europa Nostra seeks to advocate at European level the cultural heritage concerns as “The Voice of Cultural Heritage in Europe”.

• [english] European Heritage label to be established as an EU initiative
  The European Commission is proposing that the European Heritage Label be established as an EU wide initiative. Androulla Vassiliou, the new European Commissioner for Education, Culture, Multilingualism and Youth, announced in her press conference in Strasbourg on 9 March 2010. This important proposal is now submitted to the EU's Council of Ministers and the European Parliament for their approval, and could come into effect in 2011 or 2012. The purpose of the European Heritage Label is to highlight sites that symbolise European integration, ideals, and history.

• [english] Stop the disfigurement of John Hejduk's Berlin Tower
  Concern is growing in the architectural community at unsympathetic alterations to the late John Hejduk’s ‘Kreuzberg Tower’ in Berlin – one of only a handful of buildings he realised during his lifetime, and one of the largest of his built works. After many years of neglect, the buildings are currently undergoing refurbishment works that radically alter the exterior appearance, in particular the colour scheme and significant facade elements. The alterations offer little or no significant improvement to the apartments or their surroundings, other than repairing the decay the buildings have suffered, and could just as easily, and at no significant additional cost, be achieved in a manner consistent with the original execution. Doctor Renata Hejduk, daughter of John Hejduk and an architectural historian, contacted the building’s new owner, BerlinHaus Verwaltung GmbH, earlier this year to discuss the matter, but received a dismissive response.

  El 18 de abril fue declarado Día Nacional de Monumentos y Sitios Históricos, por el Presidente de la República Oscar Arias Sánchez y el Ministro de Cultura Juventud y Deportes Carlos Francisco Echeverría Salgado, en el mes de agosto de 1988 y publicado en la gaceta N° 195 del viernes 14 de octubre de 1988, mediante el decreto de ley N° 18474-C. Durante esta celebración, se realiza un ciclo de charlas y conferencias tanto por expertos nacionales como internacionales, concurso de fotografía, exposiciones, talleres, ect. Además. se trata de conseguir la declaratoria de algún bien inmueble en el lugar donde se celebre la actividad, aparte de la entrega de un premio denominado, Premio "18 de abril" el cual se otorga a todas aquellas personas físicas a jurídicas, públicas o privadas que hayan realizado una destacada labor en pro de la conservación del patrimonio histórico cultural, específicamente en lo que se refiere al aspecto arquitectónico y urbanístico. Esta celebración se organiza bajo el lema "No se construye el mañana demoliendo el ayer".

  In the summer of 2008, Russian researchers dug up a sliver of human finger bone from an isolated Siberian cave. The team stored it away for later testing, assuming that the nondescript fragment came from one of the Neanderthals who left a welter of tools in the cave between 30,000 and 48,000 years ago. Nothing about the bone shard seemed extraordinary.

  Sabido es que en la naturaleza no existen los riesgos. Por lo que echarle la culpa de nuestras desgracias a los ríos, los volcanes o las placas tectónicas es absurdo.
  Lo que llamamos riesgos es simplemente el resultado de nuestra interacción con ella, la que por distintas razones –siempre habrá razones- nos lleva a colocarnos voluntariamente en situación de riesgo. Más aún, pareciera que nuestra empecinada empresa de conquista sobre la naturaleza se reduce a aumentar el gran potencial de riesgos.
  Si a la naturaleza no la podemos controlar ni apenas predecir, por lo menos nos quedamos tranquilos por los ingentes esfuerzos que hemos hecho durante milenios para controlar y predecir a la más riesgosa de las expresiones de la naturaleza: la naturaleza humana. Pero parece que ahí también fallamos.

• Label du patrimoine européen
  La Commission européenne a adopté le 9 mars 2010 une proposition visant à établir un Label du patrimoine européen. La proposition de la Commission doit maintenant être adoptée par le Parlement européen et le Conseil à travers la procédure de codécision. Les objectifs du Label du patrimoine européen sont de renforcer le sentiment d’appartenance à l’Union européenne chez les citoyens européens, en s’appuyant sur l’histoire et le patrimoine qu’ils partagent de même que sur la valeur de la diversité, et d'encourager le dialogue interculturel. À cette fin, le label vise à mettre en valeur des sites qui ont marqué l’histoire et la construction de l’Union européenne et à les promouvoir.

  His Royal Highness Prince Sultan bin Salman bin Abdul Aziz, President of the Saudi Commission for Tourism and Antiquities (SCTA) categorically affirmed that the Kingdom will take the issues of smuggling of antiquities seriously and will not going to tolerate in this respect, noting that the Kingdom is working strongly through Interpol and other organizations known to contain activities in order to curb the smuggling of its antiquities completely.

• Un Forum de l’UNESCO pour reconstruire le tissu social, culturel et intellectuel d’Haïti
  Des intellectuels, des artistes, des responsables politiques haïtiens, ainsi que des spécialistes de ce pays, des sociologues et des membres de la vibrante diaspora haïtienne se retrouveront le 24 mars à l’UNESCO (9h30-18h30, Salle II) pour dégager des pistes afin de rebâtir la société haïtienne. Ce Forum intitulé « Reconstituer le tissu social, culturel et intellectuel d’Haïti » sera ouvert par la Directrice générale de l’UNESCO, Irina Bokova, Davidson Hepburn, Président de la Conférence générale de l’UNESCO, et Eleonora Mitrofanova, Présidente du Conseil exécutif. Son objectif est de définir quels sont les besoins à moyen et long terme de la société haïtienne, après le tremblement de terre du 12 janvier.

  Partenaire catalyseur des énergies haïtiennes, l’UNESCO organisera le 24 mars à Paris une rencontre qui rassemblera des leaders, des intellectuels, des artistes et des spécialistes de sciences sociales issus de la communauté haïtienne au sens large, qui comprend une diaspora forte et dynamique, aux côtés d’experts internationaux et d’amis d’Haïti autour du thème « Refonder le tissus social, culturel et intellectuel d’Haïti ». Les résultats et les recommandations issues de ce Forum seront intégrés aux contributions de l’UNESCO à la Conférence internationale des donateurs sur Haïti qui se tiendra le 31 mars au Siège des Nations unies à New York.

• l’ICCROM a reçu la visite exceptionnelle de Paul Philippot, Directeur émérite et figure éminente de la conservation
  M. Philippot est arrivé à Rome pour la première fois en 1959 sur invitation de Harold James Plenderleith, qui venait d’être nommé Directeur du Rome Centre, comme on appelait l’ICCROM à l’époque. Né en Belgique, historien de l’art qui s’était formé au droit, Paul Philippot est devenu le Directeur adjoint de l’ICCROM et a participé à l’élaboration des premiers cours et aux activités de recherche. En 1964 il a joué un rôle déterminant dans l’élaboration de la Chartes de Venise. En partenariat étroit avec l’Istituto Centrale di Restauro (ICR, maintenant ISCR), M. Philippot a aidé à donner à la Charte sa forme théorique actuelle en travaillant en étroite collaboration avec Cesare Brandi, Laura et Paolo Mora.
